The Biggest Shift in Indian Accreditation in Two Decades

When NAAC announced the transition to its new Binary Accreditation and Maturity-Based Graded Levels (MBGL) framework, the initial attention focused on two visible changes: the elimination of the A++ to C CGPA scale, and the replacement of physical peer team visits with AI-driven assessment.

Both are significant. But the less-discussed mechanism of the new system — stakeholder validation — has the most direct bearing on how institutions should manage their examination and evaluation data.

Under NAAC's new framework, approximately 100 stakeholders drawn from students, alumni, faculty, employers, and administrative staff are selected randomly and surveyed to validate the data an institution submits in its Self-Study Report (SSR). These stakeholders are not briefed in advance. Their responses either confirm or contradict what the institution has claimed.

The system generates a credibility score on a 0 to 1 scale. Institutions begin at 0.5. When stakeholder responses align with institutional claims, the score rises. When discrepancies are found, it falls. A low credibility score jeopardises accreditation outcomes.

For examination and evaluation data specifically, this creates a new accountability dynamic that institutions cannot manage through documentation alone.

How NAAC's New System Works

The transition from the legacy system to the new framework involves several structural changes:

Binary Base Accreditation

Every institution seeking NAAC accreditation first undergoes a Binary Assessment — resulting in either Accredited or Not Accredited. There are no grades at this level. The process relies entirely on:

  • Verified digital documents submitted through the NAAC portal
  • AI benchmarking of submitted data against UDISE+, AISHE, and NIRF national datasets
  • Stakeholder validation survey results
  • A credibility score above a minimum threshold
  • No physical peer team visit occurs at this stage. The system is designed to handle the roughly 40,000 Indian higher education institutions that are currently unaccredited, the majority of which have never submitted a NAAC SSR.

    MBGL Levels 1 through 5

    Institutions that pass the Binary gate can pursue Maturity-Based Graded Levels from 1 to 5. From Level 3 onwards, physical visits resume in a hybrid format to address manipulation risks that pure digital assessment cannot catch.

    The MBGL framework is designed to cover the roughly 5% of institutions — around 2,000 colleges and universities — that currently hold NAAC accreditation and seek to demonstrate higher levels of quality.

    Auto-Validation Against National Databases

    NAAC's system cross-references institutional data submissions against multiple national data sources:

Institutions whose self-reported data diverges significantly from what national databases show will face credibility score penalties.

    Where Examination Data Matters in the New Framework

    Criterion 2: Teaching-Learning and Evaluation

    NAAC Criterion 2 has always assessed examination and evaluation practices, but the new framework makes the quality of this data more consequential. Institutions must now demonstrate:

  • Examination process adherence to stated policies
  • Result declaration timelines
  • Re-evaluation and redressal mechanisms
  • Feedback mechanisms on assessment quality
  • In the stakeholder validation process, students — who form part of the 100 randomly selected validators — are asked about their experience with examination and evaluation. If students report inconsistencies with institutional claims (for example, marks taking longer to be declared than officially stated, or revaluation processes being opaque), the credibility score takes a hit that cannot be retroactively corrected by filing better documentation.

    Criterion 6: Governance, Leadership, and Management

    Examination governance is a subset of Criterion 6. NAAC now looks at whether examination administration is process-driven or discretionary. Key indicators include:

  • Whether evaluation is conducted through a documented, auditable process
  • Whether evaluator assignments are transparent
  • Whether answer script handling follows a verifiable chain of custody
  • Alumni — another stakeholder category in the validation survey — often remember examination-related grievances with clarity. An alumna who filed for revaluation and never received a satisfactory explanation will not report positively on institutional examination governance.

    Criterion 4: Infrastructure and Learning Resources

    The new NAAC system assesses digital infrastructure as a component of Criterion 4. Institutions that have adopted digital evaluation systems can cite this under ICT infrastructure for teaching and learning.     The Credibility Score Problem for Manually-Evaluated Institutions

    The stakeholder validation mechanism creates a specific vulnerability for institutions that continue to rely on fully manual evaluation processes.

    Manual evaluation generates limited digital data. Marks may be entered into a spreadsheet or institutional management system, but the evaluation itself — who evaluated which answer script, how scores for individual questions were assigned, when evaluation occurred — is not captured in a retrievable format.

    When a student in a stakeholder validation survey reports dissatisfaction with marks received, or an alumnus raises a concern about evaluation fairness, the institution has no counter-evidence beyond its stated policies. There is no timestamp showing when the answer script was evaluated, no evaluator identity record, no per-question score breakdown that could demonstrate the evaluation was conducted correctly.

    Digital evaluation systems, by contrast, generate this data as a natural output of the evaluation process:

  • Evaluator identity is authenticated at login and tied to each evaluated script
  • Per-question scores are recorded individually and aggregated automatically
  • Evaluation timestamps show when each script was evaluated and by whom
  • Double valuation records show independent marks from two evaluators and moderation decisions where scores diverged
  • Each of these data points serves as verifiable evidence that the institution's claimed evaluation practices actually occurred. This is precisely the kind of evidence that a credibility score mechanism rewards.

    Practical Steps for Accreditation Readiness

    Align Digital Records with NAAC Claims Before Submission

    Institutions often prepare SSR documentation by describing their processes in aspirational terms. Under the stakeholder validation system, a gap between process descriptions and student/alumni experience is directly measurable and penalised.

    Before submitting SSR data on examination and evaluation, institutions should audit whether their documented processes match what students and faculty actually experience. If evaluation timelines are listed as 30 days but results typically take 50 days, this discrepancy will surface in stakeholder responses.

    Build Retrievable Audit Trails Now

    Even institutions that are not immediately seeking NAAC accreditation should begin building retrievable evaluation records. NAAC's expansion goal — accrediting more than 90% of Indian higher education institutions within five years — means most currently unaccredited institutions will need to submit SSRs in the near future.

    Starting now means that by the time of submission, the institution will have multi-year digital records of its evaluation processes rather than only recent-cycle data.

    Use IQAC to Monitor Examination Data Quality

    NAAC's Internal Quality Assurance Cell framework now expects IQAC to play an active role in examination governance oversight. IQAC should be tracking:

  • Result declaration timelines versus stated policy
  • Revaluation volumes and outcomes
  • Student grievances related to examination and marks
  • Evaluator training completion records
  • These IQAC-tracked metrics feed directly into AQAR (Annual Quality Assurance Report) submissions, which in turn form part of the institutional data portfolio assessed under the new framework.

    Prepare for Stakeholder Outreach Without Advance Notice

    One implication of random stakeholder selection is that institutions cannot prepare specific individuals for the survey. The only sustainable strategy is to ensure that the actual student experience aligns with institutional claims year-round. Examination and evaluation are among the highest-frequency institutional processes that students experience. Getting these right consistently — not just in the accreditation window — is the only reliable path to a high credibility score.

    The Timeline Pressure

    NAAC's rollout of the new AI-driven system, announced for August 2025, is now operationally underway. Institutions that deferred their NAAC application under the legacy system face a different framework for their next submission. The preparation approach is fundamentally different: instead of assembling documentation to satisfy a peer committee, institutions must ensure that independently verifiable data — from national databases, from stakeholder surveys, from their own digital systems — coheres into a consistent picture.

    For examination and evaluation specifically, the preparation window is now. Digital systems take time to implement, generate records, and become embedded in institutional processes. An institution that begins implementing digital evaluation in the month before SSR submission will have very little data to show for it.

    The NAAC stakeholder validation mechanism rewards institutions that have genuinely invested in examination quality over time. That is its stated purpose — and on that dimension, it is a meaningful improvement over the legacy system's susceptibility to documentation-level manipulation.
