Most institutions preparing for NAAC accreditation focus their energy on Criterion 1 (Curricular Aspects), Criterion 2 (Teaching-Learning and Evaluation), and Criterion 3 (Research and Extension). These carry high weightage and are directly visible to faculty and students.

Criterion 6 — Governance, Leadership and Management — carries 100 points in NAAC's framework and has historically been underestimated by institutional planners. Yet in the reformed NAAC framework that began rolling out in 2025, Criterion 6 has become a critical differentiator between institutions that merely comply and those that demonstrate systemic quality culture.

More importantly, several sub-criteria within Criterion 6 are directly served by digital examination and evaluation systems — evidence that institutions with paper-based processes find difficult to generate retroactively.

What Criterion 6 Actually Covers

NAAC structures Criterion 6 across five key metrics:

6.1 — Institutional Vision and Leadership: Documents the governance structure, leadership effectiveness, and decentralisation of decision-making. Peer teams look for evidence of distributed accountability and data-informed management.

6.2 — Strategy Development and Deployment: Covers the institution's use of structured mechanisms for planning, deployment, and monitoring. Sub-metric 6.2.2 specifically asks about e-governance implementation across academic, examination, and administrative functions.

6.3 — Faculty Empowerment Strategies: Examines welfare schemes, appraisal mechanisms, and whether faculty are supported through systematic processes.

6.4 — Financial Management and Resource Mobilisation: Reviews audited accounts, resource allocation patterns, and evidence of strategic financial planning.

6.5 — Internal Quality Assurance System (IQAS): Evaluates the functioning of the IQAC, the Annual Quality Assurance Report (AQAR) submission record, and whether quality processes are embedded into institutional routines rather than performed for accreditation visits.

Of these, 6.2 and 6.5 are where digital evaluation creates the most direct and computable evidence.

Sub-Criterion 6.2: E-Governance and Process Digitisation

The NAAC Assessment and Accreditation manual identifies e-governance as a key indicator under 6.2. Specifically, the question peer teams ask is whether the institution has implemented ICT-enabled systems across at least four of the following domains: administration, finance and accounts, student admissions and registration, student support and progression, and examination management.

Examination management is one of the named domains. An institution running its evaluation through a digital platform — where answer books are scanned, evaluators are assigned, marks are entered on screen, and results are generated from a validated digital workflow — provides direct, verifiable evidence of e-governance in examination.

This evidence must be provided in a structured form. The Self-Study Report (SSR) asks institutions to describe their e-governance systems. Institutions with digital evaluation can document:

  • The examination management system in use, including vendor credentials or institutional deployment
  • The number of answer books processed digitally in the previous academic year or years
  • Screenshots or process flowcharts showing the end-to-end digital workflow
  • Evaluator assignment logs, access records, and marks entry audit trails
  • Institutions without this infrastructure typically submit screenshots of their online examination portal (for admissions or fee collection) and hope that peer teams accept partial digitisation as sufficient. In an accreditation environment where NAAC is explicitly moving toward binary accreditation with tighter quality thresholds, this is increasingly unlikely to earn full marks.

    Sub-Criterion 6.5: IQAC Functioning and Quality Culture

    The IQAC is supposed to be the institution's internal engine for continuous quality improvement. NAAC's 6.5 metric evaluates not just whether the IQAC exists and submits AQARs, but whether it is meaningfully embedded in institutional decision-making.

    Peer teams look for evidence that the IQAC collects data, analyses it, and uses findings to drive process improvements. This is where digital evaluation creates an advantage that is hard to replicate through other means.

    A digital evaluation system generates granular data by design:

  • Evaluator performance data: Which evaluators show high standard deviation on scores compared to the central tendency for a subject? Which evaluators consistently evaluate faster or slower than their cohort? Are certain evaluators clustered at the extremes?
  • Question-level performance data: Across all students evaluated for a given paper, which questions had the highest rates of zero marks? Which showed the greatest variance? This signals teaching quality issues at the course level.
  • Subject-level trends: Year-over-year comparisons of student performance by subject and paper, enabling the IQAC to identify departments or courses where outcomes are declining.
  • Evaluation process compliance: Were all assigned answer books evaluated within the stipulated window? Were any escalated for moderation? What was the outcome of double-valuation instances?
  • This data does not need to be presented in full to NAAC. But it must be used. When a peer team asks the IQAC coordinator how the institution monitors evaluation quality, the answer "we review results trends annually and take up anomalies with department heads" is significantly more credible when backed by a digital system that makes that review structurally possible.

    The AQAR submission itself requires data on student results, pass percentages, and value-added courses. Institutions with digital evaluation can pull this data accurately, disaggregated by subject and evaluator batch, within hours. Institutions without it rely on manually compiled registers, which are prone to error and difficult to audit.

    Grievance Redressal: A Governance-Level Function

    One NAAC metric that cuts across Criterion 6 and Criterion 2 is the institution's grievance redressal mechanism. NAAC specifically asks whether a formal, structured mechanism exists for students to raise academic grievances — including those related to examination and evaluation.

    In paper-based evaluation systems, grievance redressal for exam results is informal at best. A student believes their marks are wrong. They approach the department head, who contacts the evaluator, who checks their physical copy and provides an oral response. There is no documented trail, no formal escalation structure, and no way for NAAC to verify that a complaint was addressed.

    In digital evaluation, every grievance is tied to a digital record. A student's application for revaluation is matched against the digital answer book, the original marks entered question by question, and the evaluator's session log. If marks are revised, the audit trail shows who authorised the revision and when. If they are upheld, the student can be shown the evidence.

    This structured transparency is exactly what NAAC looks for under the grievance redressal indicator. The institution can demonstrate that the process is systematic, documented, and verifiable — not dependent on individual faculty relationships or informal appeals.

    The MBGL Framework and Digital Evidence Requirements

    The 2025 NAAC reforms introduced the Maturity-Based Graded Level system, which positions institutions on a five-level maturity scale ranging from Level 1 (Basic compliance) to Level 5 (Global excellence). Moving from Level 2 to Level 3 — described as "Established: stable systems with consistent results" — requires institutions to demonstrate that quality processes are embedded into routine operations, not performed specifically for the accreditation cycle.

    Digital evaluation is a particularly strong signal of embedded quality process. An institution that adopted digital evaluation two years before a peer team visit and can show three years of audit trails, evaluator performance reports, and IQAC review minutes citing evaluation data has demonstrated something important: their quality monitoring is a year-round activity, not an accreditation preparation exercise.

    This is difficult to fake. Physical evaluation can be dressed up in documentation for an accreditation cycle. Digital evaluation generates its own audit trail continuously, and peer teams are increasingly sophisticated about the difference between retroactive documentation and live system evidence.

    Practical Steps for IQAC Coordinators

    For institutions currently preparing for NAAC accreditation or re-accreditation under the new framework, the steps for leveraging digital evaluation in Criterion 6 evidence are specific:

    Document the system formally: Create an institutional policy document or examination manual that describes the digital evaluation workflow, the roles involved, and the oversight mechanisms. This forms the core evidence for 6.2.

    Maintain IQAC review records: Schedule a formal IQAC meeting after each major examination cycle to review evaluation quality data. Record minutes that reference specific metrics — pass rates, evaluator performance anomalies, double-valuation escalation rates. File these minutes in the IQAC archive.

    Report in the AQAR: The Annual Quality Assurance Report should include a section on examination management quality, citing digital evaluation data. Avoid generic language like "examinations were conducted successfully." Use specific numbers.

    Prepare for peer team questions: Expect peer teams under the new NAAC framework to ask for a live demonstration or screen-based walkthrough of the examination management system. An institution that can walk a peer team through its digital evaluation dashboard — showing evaluator assignments, marks entry records, and audit trails — scores significantly more credibly than one that presents printed summaries.

    Link to student satisfaction survey data: If the institution conducts annual student satisfaction surveys (required under NAAC), include a question about examination transparency and grievance redressal. Longitudinal data showing improvement in these scores after adopting digital evaluation is powerful corroborating evidence.

    Governance Is Not Just Finance and Administration

    A persistent misconception among institutional planning committees is that Criterion 6 is primarily about financial audits, governance committees, and administrative structures. These matter, but they represent the compliance floor, not the quality ceiling.

    What distinguishes institutions that score well on Criterion 6 in the new NAAC framework is evidence of quality leadership: the ability to identify problems, make data-driven decisions, and show measurable improvement over time. Examination quality is one of the most visible academic processes in any institution. If the examination system generates reliable data and that data is used to improve outcomes, Criterion 6 evidence writes itself.

    If it does not, institutions spend accreditation cycles trying to construct evidence for a process they never fully monitored. The difference shows.
