The IQAC's Quiet Problem

Every institution working toward NAAC accreditation knows the visible requirements: peer committee visits, self-study reports, infrastructure documentation. What receives far less attention is the ongoing, annual obligation that actually determines how well an institution is positioned when that accreditation process arrives: the Annual Quality Assurance Report.

The AQAR is not a formality. Under NAAC's revised framework — including the move toward binary accreditation and Maturity-Based Graded Levels — the AQAR data submitted over the years preceding an accreditation cycle forms the evidentiary foundation against which institutional claims are validated. Institutions with strong, consistent, data-rich AQARs are demonstrably better positioned in accreditation outcomes. Institutions that have submitted thin, manually compiled, or inconsistent AQARs face harder scrutiny.

The IQAC coordinator is responsible for assembling this data annually. And for most of that data to be credible, auditable, and auto-validatable against national benchmarks, it must originate in digital systems — including the examination and evaluation system.

What NAAC Criterion 2 Requires

NAAC's Criterion 2 covers Teaching-Learning and Evaluation. Within AQAR submissions, several key metrics under Criterion 2 directly depend on examination and evaluation system data:

Criterion 2.5 — Evaluation Process and Reforms

This criterion asks institutions to demonstrate that they have implemented systematic, transparent evaluation processes. Specific indicators include:

  • Whether the institution has adopted mechanisms for continuous internal evaluation
  • Whether question paper setting follows a defined, documented process
  • Whether results are declared within a specified timeline after examination
  • Whether students have access to evaluated answer scripts and a defined grievance redressal mechanism for evaluation disputes
  • Whether the evaluation process has been reformed in the assessment period (e.g., migration from paper to digital evaluation)
  • An institution that evaluates answer scripts digitally, with timestamped records of each evaluator's marking activity, automatic result compilation, and a documented re-evaluation workflow, can answer every one of these indicators with specific, verifiable data. An institution that evaluates on paper and compiles marks manually must rely on approximations, estimates, and institutional memory.

    Criterion 2.6 — Student Performance and Learning Outcomes

    This criterion covers result data: pass rates, distinction rates, and the consistency of outcomes across departments, programmes, and semesters. Institutions must demonstrate that they track and analyse student performance data as part of a continuous improvement cycle.

    Digital evaluation generates this data automatically. Every answer book processed, every mark assigned, every result compiled creates a structured data record that can be aggregated, analysed, and reported at the granularity AQAR requires — by department, by programme, by semester, by cohort year.

    Paper-based evaluation does not generate this data in any extractable form. Mark compilation must be done manually, transferred to spreadsheets, and aggregated by hand. The resulting data has no audit trail, and the process introduces transcription errors that are difficult to detect retrospectively.

    Criterion 2.7 — Student Satisfaction Survey

    While the Student Satisfaction Survey is a separate instrument, scores on evaluation-related questions — whether students feel marks are assigned fairly, whether they have transparency into how their answers were assessed, whether grievance mechanisms work — directly reflect the quality of the institution's evaluation processes. Digital evaluation systems that allow students to view their scanned, annotated answer scripts before raising a re-evaluation request consistently produce higher satisfaction scores on evaluation-related survey items.

    The Auto-Validation Problem

    Under NAAC's new framework, data submitted in AQARs is increasingly subject to auto-validation against national databases: AISHE (All India Survey on Higher Education), UDISE+, and NIRF. This means that the IQAC cannot simply declare favourable numbers — those numbers must be consistent with the data the institution has submitted to these other systems.

    Examination outcome data — pass rates, result declaration timelines, number of candidates examined — flows between an institution's examination records and its AISHE submission. Institutions that manage examination records in digital systems have a consistent, auditable data trail that aligns across all reporting channels. Institutions managing on paper must manually reconcile figures across multiple reports, and discrepancies between what the AQAR claims and what AISHE records show are a known source of accreditation difficulty.

    The auto-validation risk is not hypothetical. As NAAC's AI-driven accreditation tools become more sophisticated, cross-database consistency checks will become more rigorous. IQAC coordinators at institutions with digital examination and evaluation systems have a structural advantage in this environment.

    The AQAR Data Institutions Struggle to Produce

    Based on the pattern of NAAC committee feedback and common IQAC challenges, the examination-related data points that institutions most frequently struggle to provide credibly in their AQARs include:

    Result declaration timelines: How many days after the examination did results appear? For institutions evaluating on paper, this figure is often reconstructed from memory or approximate records. Digital systems log result publication timestamps automatically.

    Grievance redressal metrics: How many re-evaluation requests were received? How many were processed within the stipulated period? What was the outcome distribution? Paper-based systems rarely track this data systematically. Digital evaluation platforms generate it as a by-product of normal operation.

    Evaluator performance data: Did evaluation quality improve or decline across the assessment period? Were evaluators retrained or mentored based on performance data? This is the kind of institutional learning narrative that NAAC rewards under MBGL — and it requires the kind of evaluator performance analytics that only digital systems produce.

    Scale and coverage metrics: How many answer books were evaluated? Across how many programmes and departments? With how many evaluators? These figures are foundational to any claim about the robustness of the institution's evaluation process, and they must be extractable quickly and accurately.

    Building an IQAC-Ready Evaluation Infrastructure

    IQAC coordinators who are currently dependent on examination departments for manually compiled data should be asking specific questions about what systems are in place to generate AQAR-grade records:

    Can your examination system produce a complete result register, with timestamps, for any semester going back five years? If the answer is no — if past results live in spreadsheets or paper registers — the IQAC will be reconstructing historical data for the self-study report, introducing both effort and error.

    Is your re-evaluation workflow documented and digitally tracked? A defined workflow that exists only in procedure manuals does not satisfy NAAC's requirement for demonstrated implementation. Timestamped digital records of re-evaluation requests, assignments, completions, and outcomes provide the evidence base that NAAC's evaluation requires.

    Does your evaluation system generate per-evaluator performance metrics? Under NAAC's MBGL framework, institutions seeking higher maturity levels must demonstrate that they use data to improve teaching and evaluation quality. Evaluator performance data — consistency scores, deviation from mean, marking speed — is the most direct evidence of evaluation quality management available to an IQAC.

    Are your examination records exportable in standard formats? AISHE data submission, NIRF data submissions, and AQAR uploads all require data in specific formats. An examination system that generates exportable records reduces the IQAC's data preparation burden significantly.

    The AQAR as a Preparation Tool, Not Just a Report

    The most strategically sophisticated IQACs treat the AQAR not as an annual compliance document but as a continuous record of institutional development. Each year's AQAR should show progression: improvements in result declaration speed, reductions in grievance volumes, improvements in student satisfaction with evaluation, adoption of new evaluation quality mechanisms.

    This narrative of continuous improvement is what NAAC's MBGL framework is designed to reward. An institution that can show consistent year-on-year data demonstrating progressive strengthening of its evaluation systems is making a qualitatively different accreditation case than one that assembles AQAR data retrospectively and inconsistently.

    Digital evaluation infrastructure is not a silver bullet for NAAC accreditation. Accreditation depends on the full range of institutional quality across all criteria. But for Criterion 2 specifically, the quality of examination and evaluation systems directly determines the quality of the evidence base available to the IQAC. Institutions that have invested in digital evaluation are better prepared to demonstrate what NAAC is looking for — not because they have manufactured better numbers, but because they have generated better data.
