The concerns are legitimate and deserve a fair examination — not to dismiss digital evaluation, but to understand exactly what went wrong and what any institution undertaking a similar transition must do differently.

Audit your infrastructure before the cycle opens. Bandwidth, hardware, browser compatibility, and credential databases need to be tested under realistic concurrent load — not on the day of the evaluation.
Design the evaluation workflow around the evaluator, not the other way around. Software that forces evaluators to mark in ways foreign to their practice will generate resistance and errors. The interface should mirror established evaluation conventions as closely as possible.
