The Clock Is Already Running

In the second half of 2026, NAAC will formally operationalise its Binary accreditation framework for all Indian higher education institutions. In January 2027, institutions will submit NIRF data for the 2027 rankings, assessed primarily on practices from academic year 2025-26. In 2028, engineering institutions face NBA renewal cycles aligned with the GAPC v4.0 requirements, which demand programme outcome evidence from the preceding three academic years.

All three of these cycles share a common data requirement: longitudinal evidence of examination and assessment quality, consistently documented across multiple academic years.

Institutions that begin building this evidence record in academic year 2026-27 will have three years of structured data by the time each of these cycles matures. Institutions that begin in 2027-28 will have two years — enough to participate, not enough to distinguish. Institutions that have not yet started will enter accreditation visits explaining an absence rather than demonstrating a record.

What "Evidence" Means Under the 2025-26 Accreditation Frameworks

The definition of credible evidence in Indian higher education accreditation changed significantly with the 2025 reforms. Under the pre-2025 NAAC framework, evidence typically meant PDFs uploaded to the institutional portal — scanned policy documents, sample registers, photographs of events. The volume of documentation mattered more than its verifiability.

Under the Binary accreditation framework and its Machine-Graded Binary Level (MBGL) tiers, evidence has three additional requirements that older approaches cannot satisfy.

Verifiability against external databases. The One Nation One Data platform cross-references institutional submissions against AISHE, UGC, AICTE, and NIRF records. An institution claiming a specific examination volume, evaluator count, or student outcome distribution needs records that survive this automated cross-check. Data that cannot be verified against an external source is not simply unscored — it is flagged as inconsistent.

Longitudinal consistency. NAAC's Data Verification and Validation (DVV) process explicitly looks for multi-year patterns. A single-year snapshot of examination data can be assembled retroactively. Three years of data with consistent internal patterns — evaluator loads, re-evaluation rates, mark distributions by programme — is significantly harder to fabricate and significantly more credible to a peer review team.

Operational granularity. Criterion 2 (Teaching-Learning and Evaluation) under Binary accreditation requires institutions to demonstrate that evaluation is systematic, fair, and transparent. Generic policy statements satisfy none of these requirements. Question-level mark distributions, evaluator assignment records, time-stamped evaluation logs, and re-evaluation outcome data do. None of these exist in a paper-based evaluation system without a separate and substantial data entry effort.

Digital evaluation platforms generate all three categories of evidence as a byproduct of normal operation.

The NAAC Binary Evidence Requirements — Criterion 2

NAAC Criterion 2 covers Teaching-Learning and Evaluation. Under the Binary framework, the relevant sub-criteria include:

2.4 — Examination and Evaluation. Institutions must demonstrate that their examination system ensures fairness, consistency, and transparency. Digital evaluation provides time-stamped marking records, automatic totalling with zero arithmetic errors, evaluator identity logs, and audit trails for every mark entered. A physical evaluation system provides none of this without a separate digitisation exercise.

2.5 — Student Performance and Learning Outcomes. Institutions must present outcome data disaggregated by programme, academic year, and cohort. Digital evaluation systems produce this disaggregation automatically as a query against the evaluation database. Manual systems require separate data entry, which introduces transcription error and depends on consistent practice by administrative staff across years.

Under MBGL Levels 1 and 2 — which cover most institutions in the first Binary accreditation cycle — these records must be available in digital form, not on physical registers. An institution submitting scanned paper records in 2027 is submitting evidence in a format that the verification system is not designed to validate against external databases.

The DVV Response Window

Under Binary accreditation, NAAC's DVV team issues queries to institutions during the verification phase. The response window is significantly shorter than under the previous grading system. Institutions with digital evaluation records can respond to DVV queries within hours — pulling specific answer book IDs, evaluator assignments, or mark entry timestamps from their system. Institutions relying on physical registers must locate the relevant physical documents, which may be distributed across multiple evaluation centres, and scan them.

Three years of digital records means three years of institutional memory that is instantly queryable. The difference in response quality during DVV is one of the most underappreciated advantages of a digitally operated examination system.

The NIRF 2027 Parameter Connection

The National Institutional Ranking Framework assesses institutions on five broad parameters. The Teaching, Learning, and Resources (TLR) parameter carries 30% of total weightage in most NIRF categories.

Within TLR, the sub-parameter on examination and evaluation infrastructure has become more explicitly weighted following the 2025 methodology revision. Institutions that can demonstrate digital examination infrastructure — scanning systems, digital evaluation platforms, electronic result processing — receive higher sub-parameter scores than those describing manual processes.

For NIRF 2027, institutions submit data in January 2027 covering practices during academic years 2024-25 and 2025-26. An institution that begins digital evaluation in academic year 2026-27 will not have any digital evaluation data available for NIRF 2027 submission. It will be reporting on paper-based evaluation from both preceding years.

An institution that began in 2025-26 — even partially, covering one semester — will have at least one year of digital evaluation practice to report. An institution that has been operating digitally since 2024-25 will report two years, with outcome trend data across both years.

The compounding effect is direct: earlier adoption translates to richer NIRF evidence, which translates to higher sub-parameter scores, which contribute to overall ranking.

The NBA GAPC v4.0 Evidence Requirement

The National Board of Accreditation's Self-Assessment Report (SAR) format, updated in January 2025 to align with GAPC v4.0, requires engineering institutions to demonstrate Course Outcome (CO) attainment mapped to Programme Outcomes (POs) for every course, every batch, every year.

This CO-PO mapping is not a policy statement. It is a data requirement. NBA assessors look for:

  • Question-level mark distributions showing which CO each question was designed to assess
  • Aggregated CO attainment figures per batch, calculated from question-level data
  • PO attainment figures derived from weighted CO attainment across the curriculum
  • Trend data showing whether CO-PO attainment has improved, stagnated, or declined over the accreditation period
  • Manual evaluation systems do not produce this data without a separate, parallel data entry workflow that is entirely disconnected from the marking process. Faculty evaluating physical scripts must record question-level marks separately on CO attainment tracking sheets. In practice, this parallel tracking is inconsistently maintained and frequently reconstructed retroactively before NBA visits.

    Digital evaluation systems, when configured with CO tagging at the question paper design stage, produce CO-PO mapping data automatically. Each mark entered against a question is simultaneously recorded against the CO associated with that question. Aggregation is a report, not a reconstruction.

    An institution preparing for NBA renewal in 2028 needs CO-PO data from academic years 2025-26, 2026-27, and 2027-28. The only way to have genuine 2025-26 data is to have been running a CO-tagged digital evaluation system in 2025-26. For institutions that missed that academic year, 2026-27 is the new starting point — but that start must happen now, not in a planning committee that meets next quarter.

    What Three Years of Data Actually Demonstrates

    The value of longitudinal data in accreditation is not simply quantitative. A peer review team visiting an institution in 2028-29 can see from three years of digital evaluation records:

    Evaluation consistency. Are mark distributions similar across semesters for the same course? Do different evaluators assigned to the same course produce comparable results? Consistency is a proxy for evaluation quality, and it can only be demonstrated over time.

    Improvement trajectories. Have CO attainment levels improved between year one and year three? Have re-evaluation application rates declined as evaluation quality has improved? Upward trajectories in these metrics are evidence of a functioning quality assurance loop, which is what accreditation frameworks are designed to reward.

    Institutional maturity. An institution in its third year of digital evaluation has resolved the early-adopter problems — evaluator training gaps, technical issues, resistance to the new workflow — and is operating with a settled process. Peer review teams can identify this maturity from the data profile. An institution in its first year of digital evaluation shows the noise characteristic of implementation, not the signal characteristic of an established system.

    None of this is visible in a single year's snapshot. All of it is visible in three years of consistent records.

    Practical Steps for 2026-27 Adoption

    An institution beginning digital evaluation in academic year 2026-27 should prioritise four things:

    1. Answer book scanning infrastructure. A scanning station capable of processing the institution's peak examination volume — typically the end-of-semester examination — within the evaluation window. This is the first physical infrastructure requirement, and it determines the scale of the digital evaluation system.

    2. Evaluator onboarding and training before the first cycle. The most common failure mode in first-year digital evaluation implementations is conducting evaluator training during the evaluation window rather than before it. Evaluators encountering the interface for the first time while marking live answer books produce evaluation quality that is lower in the first cycle and recovers in subsequent cycles. A structured training programme conducted on pilot scripts before the first live examination eliminates this problem.

    3. CO tagging at question paper design for technical programmes. Institutions pursuing NBA accreditation should configure their evaluation platform to capture marks at the question level and associate each question with its designated Course Outcome at the time of question paper finalisation. This configuration cost is minimal. The data it generates is substantial.

    4. Audit trail storage and retrieval policy. Digital evaluation records must be retained in a format that survives the accreditation data submission cycle — typically three to five years of records maintained in accessible digital storage. A defined retention and retrieval policy, documented before the first evaluation cycle, ensures that records generated in 2026-27 are available for accreditation purposes in 2029 and beyond.

    The Accreditation Calculus

    India's accreditation and ranking frameworks are moving toward a model where the quality of institutional data systems is itself an indicator of institutional quality. An institution that can produce verified, longitudinal, granular examination records on demand demonstrates governance capacity that peer review teams and automated verification systems recognise.

    The institutions that recognise 2026 as a structural inflection point — not a year to evaluate the decision, but a year to act on it — will enter the 2028-29 accreditation season with a differentiated evidence record. Those that continue evaluating on paper will enter it explaining why the data they are presenting is reconstructed rather than generated by operational systems.

    That distinction is not merely rhetorical. Under NAAC Binary and One Nation One Data cross-verification, it will be visible in the submission.
