PSEB Punjab's First OSM Season: What Every State Board Must Learn
Punjab became the first state board to pilot on-screen marking in 2026. The outcomes, the process decisions, and the lessons are directly applicable to any university or board considering the same shift.

The Significance of Punjab Going First
When the Punjab School Education Board (PSEB) announced in early 2026 that it would introduce on-screen marking for the March 2026 board examinations, the move attracted immediate attention across the state education ecosystem. Punjab was not the first board to evaluate digitally — CBSE had been expanding its OSM programme through its affiliated schools for years. But PSEB was the first state board to move toward end-to-end digital evaluation as operational policy, not as a limited technology experiment.
The context mattered. CBSE's own 2026 OSM rollout had been accompanied by controversy — student protests over perceived marking inconsistencies, revaluation demand surges, and a parliamentary committee inquiry. Punjab's decision to proceed with OSM in this environment was a deliberate vote of confidence in the technology.
Education Minister Harjot Singh Bains described the move as a commitment to "faster and more accurate results" through a system where scanned answer sheets are displayed digitally, marks are calculated automatically, and the entire process is auditable.
The Two-Phase Rollout Strategy
PSEB adopted a staged approach that proved critical to the initiative's stability.
Phase 0 — September 2025 supplementary examination:
Before committing to the March 2026 main examination cycle, PSEB ran a full pilot using the supplementary examination. Approximately 23,000 answer scripts were evaluated on-screen. The pilot allowed evaluators to experience the interface, permitted system administrators to identify bottlenecks in scanning throughput and mark submission workflows, and gave PSEB leadership a data baseline for quality checks before the higher-stakes March cycle.
Phase 1 — March 2026 matriculation examination:
One subject was selected for OSM evaluation across the full candidate pool. The choice of a single subject allowed the board to manage evaluator training needs, contain the blast radius of any technical failure, and build institutional confidence before expanding to additional subjects.
This is a model that holds up well against the historical pattern of large-scale rollouts going wrong. Institutions that attempt to digitise all subjects simultaneously, without a prior operational pilot, consistently face greater disruption than those that sequence the transition.
The Results: What the Numbers Show
The PSEB Class 10 results for 2026 were declared with 2,69,505 candidates having appeared for the examination. Of these, 2,54,744 successfully passed — an overall pass percentage of 94.52 percent.
This compares to a pass percentage of 95.61 percent in the previous year. The modest decline of approximately one percentage point is consistent with the typical pattern observed when any board transitions from fully manual to digitally-assisted evaluation. On-screen marking removes certain sources of rounding error and benefit-of-doubt that can inflate pass rates in manual systems. It also makes the statistical distribution of marks across evaluators more visible, which tends to tighten outlier behaviour on both ends.
It would be premature to attribute the pass rate change entirely to OSM — the 2026 examination cohort, examination difficulty, and other variables all contribute. But the magnitude of change (less than 1.1 percentage points) is significantly smaller than critics of digital evaluation typically predict, and well within the range of year-on-year variation that Punjab has historically experienced.
The toppers: Harleen Sharma secured first rank with 646 marks, Mani Mahesh second with 645 marks, and Riya Rani third with 645 marks. The high-end score distribution showed no signs of the systematic compression that concerned students when CBSE moved to OSM.
What PSEB Did Right
Several operational decisions by PSEB stand out as lessons for other boards and universities:
Choosing a lower-stakes pilot vehicle: The supplementary examination, covering fewer candidates and carrying lower reputational risk, was the right environment for an operational first run. Any board or university planning digital evaluation adoption should identify an equivalent vehicle — an internal assessment, a remedial examination, or a subset of programmes — before committing the annual main examination cycle.
Single-subject scoping: Evaluating one subject on-screen while keeping others on paper created a natural comparison group within the same examination cycle. Administrators could directly compare processing timelines, evaluator behaviour, and result quality between the OSM-evaluated subject and the paper-evaluated subjects.
Evaluator communication: The Punjab rollout was preceded by visible political-level endorsement from the education minister. This matters operationally. Evaluator resistance — which is a documented obstacle in most digital evaluation transitions — is significantly reduced when the institutional mandate comes from a credible authority rather than as a technology department initiative.
Retaining manual options for complex cases: PSEB did not attempt to eliminate all manual intervention. Exceptional cases, revaluation requests, and dispute resolution retained human escalation pathways. Digital evaluation works best when it handles the routine at scale and reserves human discretion for genuine edge cases.
What PSEB Would Likely Do Differently
The most consistent feedback from first-season OSM implementations concerns scanning infrastructure. When answer sheet scanning forms a bottleneck — because the volume of physical sheets exceeds the throughput of available scanners, or because scanner calibration is inconsistent — the upstream constraint undermines the downstream digital workflow. PSEB processed roughly 2.7 lakh answer scripts with OSM covering one subject. Scaling to all subjects will multiply the scanning load significantly.
Boards and universities planning full-scale OSM should model their scanning throughput requirements before procurement, not during implementation.
The Broader Signal for State Boards and Universities
PSEB's first OSM season is significant beyond Punjab for several reasons.
First, it demonstrates that a state board — operating in the resource and regulatory environment typical of state education systems, rather than the relatively well-funded national board environment — can execute a digital evaluation pilot successfully. The infrastructure barrier that boards often cite as a reason to delay is no longer credibly an existential obstacle.
Second, PSEB's decision to proceed despite the controversy surrounding CBSE's OSM rollout signals that state-level education leadership has separated the technology itself from the specific implementation failures of specific institutions. OSM as a method was not the cause of CBSE's difficulties in 2026 — evaluator training gaps, revaluation process design, and communication failures were the primary drivers. Punjab evaluated that distinction correctly.
Third, the staged approach PSEB used — pilot in supplementary, one subject in main, full expansion over subsequent cycles — provides a directly replicable model. Boards in Maharashtra, Rajasthan, Tamil Nadu, and elsewhere that are watching Punjab do not need to reinvent the rollout architecture. The blueprint exists.
Universities affiliated to state systems face a more complex transition than unitary boards, because answer sheet scanning, evaluator assignment, and result integration involve multiple layers of institutional and administrative coordination. But the foundational lessons from PSEB's experience — stage the rollout, pilot before scaling, invest in scanning infrastructure, secure high-visibility endorsement — apply equally.
