This reactive cycle — breach, outrage, inquiry, patch — is what education policy specialists now call Public Examination Reform 1.0 (PER 1.0). The phase lasted roughly from 2006 to 2015, establishing candidate-facing transparency measures: published answer keys, OMR sheet photocopies on request, and revaluation windows. These were meaningful reforms, but they addressed symptoms rather than architecture.

PER 2.0, the concept now gaining traction in policy circles and reflected in India's 2026 legislative and administrative actions, represents a structural departure. It mandates independently auditable Standard Operating Procedures at every stage of the examination lifecycle, end-to-end chain-of-custody documentation, and institutional accountability that does not stop at question paper security.

The Public Examinations (Prevention of Unfair Means) Amendment Act 2026, the Nilekani-led task force recommendations, and the National Testing Agency's August 2026 four-tier overhaul are all elements of PER 2.0. But PER 2.0 is not simply a stronger version of what came before. It treats examination integrity as a system property rather than a checklist of controls.

Why Stage 4 and Stage 5 Are PER 2.0's Weakest Links in Paper-Based Systems

Of the six stages, Stages 4 and 5 — answer sheet custody and evaluation — are the most difficult to audit in a physical paper environment.

A physical answer sheet may travel through six or seven custody points between the examination hall and the evaluator's desk. Each transfer requires a manual entry in a register. In a large affiliating university handling 5 lakh answer books, that is potentially 30 to 40 lakh manual custody entries per semester — a volume that makes systematic verification practically impossible.

Stage 5 presents a different problem: in a traditional camp evaluation model, marks are entered by evaluators into paper registers, later keyed into a digital system by data-entry operators. This double-keying step introduces a systemic error rate that most universities have not independently measured. Studies from early digital evaluation adopters suggest that transcription errors from paper marks registers to digital systems account for a significant portion of post-declaration revaluation applications.

How On-Screen Marking Closes the PER 2.0 Gap

On-Screen Marking (OSM) directly addresses both Stage 4 and Stage 5 vulnerabilities.

In an OSM workflow, answer sheets are scanned at the examination centre and uploaded to a central server. Physical bundles no longer move through multiple custody points; the audit trail is the digital upload log, not a chain of paper registers. Every sheet's scan timestamp, file hash, and uploader identity are recorded automatically.

Evaluation happens on screen. Marks are entered directly against each question, and the system records the evaluator's session time, IP address, login credentials, and keystroke pattern. There is no separate data-entry step and no transcription error pathway. If a mark is changed after initial entry, the change is logged with a timestamp and the reason entered by the evaluator.

For double valuation — a requirement in most Indian university statutes — the OSM platform assigns the same answer sheet to a second evaluator without disclosing the first evaluator's marks. The two marks are compared algorithmically, and sheets exceeding the permitted gap are automatically routed to a moderator. Every step in this sequence is logged.

This is precisely what PER 2.0 requires: an unbroken, independently auditable chain from Stage 4 through Stage 5 that does not depend on manual records.

What PER 2.0 Means for Affiliating Universities

Central examination bodies like CBSE, NTA, and UPSC have moved faster on PER 2.0 than most affiliating universities. This gap is significant because affiliating universities in India collectively handle a far larger volume of examination candidates — over 1.5 crore students in the affiliated sector versus approximately 40 lakh in centrally administered examinations.

The Public Examinations (Prevention of Unfair Means) Amendment Act 2026, passed in the monsoon session of Parliament, extends accountability provisions to institutions and examination bodies that conduct public examinations, not only central agencies. State-level and university-level examination bodies that have not yet established end-to-end digital audit trails are increasingly exposed to regulatory scrutiny and legal liability when evaluation errors occur.

PER 2.0 does not require institutions to build their own technology. It requires them to adopt platforms that produce auditable records. The minimum infrastructure threshold includes:

  • Scanning capacity sufficient to digitise all answer sheets within 48 hours of examination completion
  • A platform that records evaluator-level session logs, marks per question, and moderation decisions in a tamper-evident format
  • Network access at the evaluation centre adequate for secure upload and download of high-resolution scans
  • Backup protocols that ensure no scan is lost between upload and result declaration
  • Most universities that have already made the transition to digital evaluation meet or exceed this threshold. Those that have not are operating evaluation systems that cannot produce the audit evidence PER 2.0 requires.
