The task force's mandate is broadly worded: make India's public examinations leak-proof, technology-driven, secure, transparent, and tamper-resistant. Most media coverage has focused on NEET and JEE — the high-stakes centralized tests managed by NTA that triggered the crisis.

But the task force's mandate covers "examination systems" broadly. Its recommendations will almost certainly become the baseline for how examination-conducting bodies across India — including affiliating universities, deemed universities, autonomous examination boards, and state councils — are expected to operate. The question every controller of examinations, registrar, and examination technology vendor should be asking is not "what will NTA have to do?" but "what does this signal for us?"

The answer lies in reading the specific expertise of each panel member.

Reading the Panel: Six Experts, Six Policy Signals

Nandan Nilekani — Digital Public Infrastructure

Nilekani is the architect of Aadhaar, the India Stack, and UPI — all systems that digitize identity, credentials, and transactions at national scale. His presence as chair signals that the task force's recommendations will almost certainly include a requirement that examination systems connect to or be verifiable through national digital infrastructure.

For universities, this likely means examination records — evaluated answer scripts, marks, awards — must eventually be exportable to platforms like APAAR, Digilocker, and the Academic Bank of Credits in machine-readable, authenticated formats. An institution that today stores evaluated marks in paper ledgers or disconnected software creates a compliance gap that will become increasingly visible.

It also means the task force will look for interoperability, not vendor lock-in. Proprietary evaluation platforms that cannot produce standard exports, APIs, or audit-compatible data structures will face pressure to conform.

Tapan Deka — Insider Threat Intelligence

The former Director of the Intelligence Bureau brings counterintelligence and human-source threat expertise to the panel. His inclusion signals that insider threats — evaluators, paper setters, exam center staff, and technology vendors — will receive far more structured attention in post-reform compliance frameworks.

Current examination security typically focuses on the outer perimeter: physical paper handling, exam center protocols, candidate verification. S. Somnath — High-Stakes Logistics and Security

The former Chairman of ISRO managed missions where the cost of a single logistics failure was irreversible. His inclusion signals that the task force will bring mission-critical logistics thinking to examination material handling — including answer books.

ISRO's approach to payload security involves tamper-evident packaging, multi-custodian handoffs, GPS tracking, and documented chain of custody for every critical component. The answer sheet — which is the examination system's most critical and irreplaceable document — currently travels through a supply chain that often lacks any of these safeguards.

Recommendations from Somnath's perspective could include mandatory tracking of answer book consignments, tamper-evident sealing, documented handoff logs at every stage from collection to evaluation center to storage, and eventually digitization of the custody chain itself. Universities that can document a complete digital chain of custody for evaluated scripts will be substantially better positioned than those that cannot.

V. Kamakoti — Cybersecurity Architecture

The Director of IIT Madras brings deep expertise in cryptography, hardware security, and secure computing. His inclusion signals that the task force will produce technical architecture standards for digital examination platforms — not just process guidelines.

This is significant. Current discussions about on-screen marking rarely address the security architecture of the platforms running it. Yet a digital evaluation platform is, by definition, a system that holds extremely sensitive data: unevaluated answer scripts, model answer schemes, evaluator identities, institutional marks, and final results — all before public release.

Kamakoti's background suggests the task force will specify requirements for end-to-end encryption of answer scripts, secure key management for model answers, platform penetration testing, access control architecture, and incident response capabilities. CBSE's experience with its OnMark portal — which faced a security breach reported by an ethical hacker in 2026 — has already demonstrated why this is necessary.

Universities procuring OSM platforms after the task force reports should expect to see security certification requirements become part of procurement mandates.

Anita Karwal — Process Standardization

The former Education Secretary oversaw CBSE's first phase of on-screen marking preparation and has deep expertise in examination policy, school board governance, and the interface between examination bodies and political accountability.

Her inclusion signals that the task force will produce process standards — not just technology mandates. This means standardized evaluation rubrics, mandatory double valuation requirements, defined timeframes for result declaration, grievance redress mechanisms, and evaluator training standards.

For universities, this is the most directly actionable signal. A standard process framework for university examination evaluation — covering how evaluators are assigned, how answer books are distributed, what constitutes an acceptable grievance resolution time, and how moderation works — is likely to emerge from Karwal's contribution to the report. Universities that have already digitized these processes will find it far easier to demonstrate compliance than those starting from paper-based baselines.

Amrit Lal Meena — Last-Mile Logistics

The logistics expert brings supply chain and distribution expertise to a task force that is, at its core, trying to secure a distribution problem: how do you get examination papers to 25,000 centers across India without them leaking, and how do you get 2.27 crore answer books from those centers to evaluation camps without them being lost, switched, or tampered with?

For universities, Meena's presence reinforces the signal that answer book logistics — collection from examination halls, transportation to evaluation centers, storage, and eventual disposal — will face new documentation requirements. GPS-tracked vehicles, tamper-evident seals, and digital inwarding records at evaluation centers may transition from best practices to baseline expectations.

What This Means for Timing

The task force is expected to submit its recommendations within 90 days of its July 26 constitution — which places the report around late October 2026. Implementation through NTA and CBSE will likely proceed first, with the Ministry of Education following up with guidance for state universities and examination boards.

This creates a practical window. Universities that begin implementing digital evaluation infrastructure now — OSM platforms, digital answer book management, evaluator tracking, and data export capabilities — will not be scrambling to retrofit compliance onto existing paper systems when specific mandates arrive. Those that wait for the mandate will face a compressed implementation timeline against the backdrop of an active examination season.
