On August 28, 2026, the High-Powered Task Force on examination reforms chaired by Nandan Nilekani announced a public consultation open until September 13, 2026. Submissions are being accepted through a dedicated portal, WhatsApp, email, and a toll-free helpline — in English, Hindi, and regional languages.

The task force — formed by Prime Minister Modi in July 2026 in direct response to the NEET-UG cancellation and UGC-NET paper leak — includes former ISRO Chairman S. Somanath, former Intelligence Bureau Director Tapan Deka, IIT Madras Director V. Kamakoti, former School Education Secretary Anita Karwal, and former Bihar Chief Secretary Amrit Lal Meena.

Its mandate is broad: examination security, technology use, NTA governance, paper leak prevention, and making examinations fairer for students. But its practical output — a set of recommendations that will shape examination regulation for the next five to ten years — will be grounded in the evidence submitted during this consultation window.

Institutions that have implemented digital evaluation systems are sitting on exactly the kind of evidence the task force needs. Most of them have not considered submitting it.

Why Institutional Submissions Matter

The task force's terms of reference include gathering input from "academic institutions, examination-conducting bodies, and subject matter experts." This is not performative consultation. The NEET controversy produced the largest re-examination in Indian history — 22.79 lakh candidates re-examined. The political pressure to get the regulatory response right is significant.

Submissions from institutions that have operationally deployed digital evaluation carry a different weight than advocacy from vendors or policy papers from think tanks. They represent lived operational experience: what worked, what failed, what the infrastructure requirements actually were, and what it cost.

If the task force's eventual recommendations are to be practically implementable — rather than aspirational mandates that collapse on contact with Indian institutional reality — they need grounding in what institutions at various scale and resource levels have actually been able to do.

The Information Gap

Most public testimony and media coverage of the examination crisis has focused on two poles: large national exam bodies (NTA, CBSE) where failures were highly visible, and student activists documenting harms. The middle layer — state universities, autonomous colleges, and examination boards that have quietly built functional digital evaluation systems — is largely absent from the narrative.

This absence has practical consequences. If the task force's recommendations are modelled only on what NTA or CBSE can do, they will be unimplementable at the affiliated college level where most of India's 43,000+ higher education institutions actually operate.

1. Answer Sheet Security and Digital Custody

The task force is examining how question paper and answer material security can be improved. Institutions that have implemented digital inwarding — where answer books are barcoded, scanned, and entered into a digital system at the point of collection, before leaving the examination hall — have direct evidence on this question.

What to document:

  • How digital inwarding at the examination centre eliminates the custody gap between collection and transport
  • Whether the institution has experienced attempted manipulation that the digital system detected or prevented
  • How scan verification (QR code, barcode, page count validation) reduces the risk of answer sheet tampering post-collection
  • The time between collection and scan completion, and whether this creates any residual risk window
  • If your institution has moved from physical bundling and storage to a fully digitized chain of custody, the before-and-after comparison — number of discrepancy complaints, time to result declaration, number of missing-page disputes — is highly useful evidence.

    2. Evaluator Training and Technology Readiness

    One of the most damaging narratives from the CBSE OSM controversy was the claim that teachers were asked to use the digital evaluation system without adequate training. The Delhi Government School Teachers' Association's call for a phased rollout was specifically grounded in this gap.

    Institutions that have successfully trained evaluators on digital systems can offer a corrective to this narrative — not by dismissing the CBSE failure, but by documenting what adequate training actually requires.

    What to document:

  • Number of training hours per evaluator before the first live digital evaluation
  • Whether training was conducted on the actual platform that would be used, or on a different demonstration system
  • How mock evaluation sessions were structured and what metrics were used to certify evaluator readiness
  • Evaluator satisfaction data or retention data across cycles: did evaluators who used the system in Year 1 return in Year 2?
  • Whether the institution offered technical support during live evaluation and how issues were resolved
  • This evidence directly informs any recommendation the task force might make about minimum training standards for digital evaluation platforms.

    3. Double Valuation and Moderation

    For subjective examinations, double valuation — where two independent evaluators mark the same answer book — is the most effective mechanism for reducing scoring errors and bias. Digital platforms make enforced double valuation operationally feasible at scale; paper-based systems make it expensive and logistically difficult.

  • The institution's moderation trigger: at what mark difference between two evaluators does the system escalate to a moderator?
  • What percentage of answer books in a typical cycle go to moderation?
  • Whether moderation has caught systematic errors (an evaluator consistently marking above or below the cohort average) that would not have been detected in a paper-based system
  • Whether double valuation has changed the revaluation application rate: do fewer students apply for revaluation when they know two evaluators have already independently marked their answer book?
  • The task force's discussion of evaluation fairness will be strengthened by quantitative evidence on this point.

    4. Student Grievance Resolution

    A specific failure of the CBSE OSM implementation was the grievance mechanism: students who believed their answer sheets had not been fully evaluated could not easily verify this, and the revaluation portal was closed before many of them learned what had happened to their marks.

    The Supreme Court, in its August 25 hearing, declined to reopen the CBSE portal but directed the board to protect students' interests — a formulation that acknowledges the institutional failure without prescribing a solution.

    Institutions that have implemented question-wise marks display, digitized answer sheet access post-result, or online revaluation portals have evidence directly relevant to what a functional student grievance mechanism looks like.

  • Whether students can access their scanned answer sheets after results are declared, and how this is implemented
  • The time between result declaration and answer sheet access availability
  • Whether question-wise marks are displayed to students, and whether this has reduced ambiguous grievance applications
  • Data on grievance resolution time: how quickly can a legitimate complaint be investigated when the answer sheet is in a digital system versus a physical store?
  • 5. Scale and Cost: Making the Case for Mandates

    One of the genuine tensions in examination technology policy is cost. Digitization requires infrastructure investment, and institutions with constrained budgets argue that mandates create unfunded liabilities.

    Institutions that have implemented digital evaluation and tracked their costs can provide the task force with realistic cost-per-answer-book figures. This is essential for any recommendation that would extend digital evaluation to affiliated colleges where the state or affiliating university must either fund or facilitate the infrastructure.

    What to document:

  • Per-answer-book scanning cost at your institution's scale
  • Whether the institution saw savings in logistics, physical storage, or evaluation management that offset infrastructure costs
  • Whether the institution leveraged affiliating university infrastructure, shared scanning facilities, or vendor partnerships
  • How the cost profile changed from Year 1 (capital expenditure heavy) to Year 2 and 3 (marginal cost dominant)
  • How to Submit

    The task force portal accepts structured and unstructured submissions. Institutions should:

  • Frame your submission around the task force's stated themes — paper security, technology use, transparency, student welfare — rather than as a general endorsement of digital evaluation
  • Lead with quantitative data wherever possible: number of answer books processed, time to result, moderation rates, revaluation rates, grievance volume
  • Be specific about failures as well as successes — the task force needs to understand where digital systems break down, not just where they work
  • Include institutional metadata: affiliation, type (autonomous/affiliated/deemed), approximate annual examination volume, year digital evaluation was adopted
  • Submissions that read as vendor advocacy or undifferentiated endorsements of technology will carry less weight. Submissions that read as honest operational accounts — including problems encountered and how they were resolved — will directly inform workable regulation.

    Why This Consultation Matters Beyond September 13

    The Nilekani task force will submit its recommendations to the government in a window that aligns with the next academic cycle. If those recommendations include minimum technology standards for examination conduct, evaluator training mandates, or audit trail requirements, they will have regulatory teeth — potentially through the Public Examinations (Prevention of Unfair Means) Act framework, UGC regulations, or state examination acts.

    Institutions that submit evidence now are not just influencing a consultation. They are shaping the baseline from which those regulations will be written.

    The gap between a regulatory mandate calibrated to ground-level institutional capacity and one calibrated to a theoretical ideal can be the difference between a reform that works and one that produces another wave of protests.
