The Announcement That Changes India's Exam Landscape

On July 26, 2026, Prime Minister Narendra Modi announced the formation of a high-powered task force to overhaul India's national examination system. The body will be led by Nandan Nilekani — co-founder of Infosys, founding chairman of the Unique Identification Authority of India, and the architect of Aadhaar, the world's largest biometric identity programme covering 1.4 billion citizens.

The announcement came one day after Education Minister Dharmendra Pradhan resigned following months of student protests triggered by two consecutive examination failures: the NEET-UG 2026 paper leak affecting 2.27 million medical aspirants, and the CBSE On-Screen Marking (OSM) controversy that left thousands of Class 12 students questioning whether their answer scripts had been evaluated accurately.

The task force mandate is broad: examine security, governance, technology, and administrative processes across India's examination ecosystem, and submit recommendations that will restore student trust and prevent future failures.

Why Nilekani Matters

Nilekani's appointment is not a symbolic gesture. His selection signals that the government intends to treat exam reform as a technology infrastructure problem, not merely a governance or enforcement one.

The Aadhaar project — which Nilekani led from 2009 to 2014 — is instructive. When India needed to create a universal identity layer, Nilekani's team built a system that was:

  • Open and interoperable: Built on open standards so any application could authenticate against it
  • Decentralised in verification: Authentication happened at the point of use, not at a central authority
  • Immutable in record-keeping: Every transaction logged and tamper-evident
  • Scalable by design: Built to handle billions of transactions without architectural redesign
  • These principles, applied to examination infrastructure, would produce a very different system from what currently exists in India. Nilekani's record is one of building public digital infrastructure that reaches the margins, handles extraordinary scale, and is resistant to manipulation at the transaction level.

    What the Task Force Is Likely to Recommend

    The committee's stated mandate covers security measures, technology, and administrative processes. Based on Nilekani's known approach to public digital infrastructure, several technical directions are probable.

    Candidate authentication at scale: The NEET 2026 paper leak involved physical papers circulating via WhatsApp before exam day. A national biometric authentication layer — already proven through Aadhaar — applied at exam hall entry could verify candidate identity and flag impersonation. NTA already uses Aadhaar-linked verification for some examinations; uniform enforcement is a logical next step.

    Encrypted digital question paper delivery: JEE Advanced has delivered encrypted papers to exam centres for several years. NEET's shift to Computer-Based Testing from 2027 — already announced by the incoming Education Minister — is the clearest signal of this direction. The task force is likely to establish a national standard for encrypted paper delivery, eliminating the physical supply chain that enabled the 2026 leaks.

    Centralised exam data infrastructure: India's examination ecosystem is fragmented. CBSE, NTA, state boards, and affiliating universities each maintain separate evaluation systems with no interoperability. A Nilekani-style recommendation would likely push for a national examination data layer — an interoperable registry that institutions can connect to — rather than mandating a single platform and a single vendor.

    Audit trails as a minimum standard: The CBSE OSM controversy was partly a problem of accountability: students could not verify whether their scanned answer sheets had been fully evaluated, and the evaluation portal provided no transaction log accessible to an external auditor. The task force is expected to define minimum standards for audit log retention, third-party auditability, and student access to evaluation records.

    Evaluator anonymity mandates: The double-valuation and evaluator anonymity practices used in competitive examinations like the UPSC civil services have long shielded results from influence. If the task force recommends uniform anonymity standards across all publicly-affiliated examinations, universities using evaluator-specific marking without anonymisation will be non-compliant.

    What This Means for Affiliating Universities

    Most affiliating universities in India conduct examinations for tens of thousands of students each year. The Nilekani task force's mandate covers national competitive examinations, but its recommendations will set the benchmark against which all examination infrastructure is measured.

    Universities that have already adopted digital evaluation — with tamper-proof audit logs, evaluator anonymity, and structured grievance portals — are positioned to meet whatever standards emerge from the committee's report.

    Universities still operating paper-based evaluation face a shrinking window. If the task force recommends national standards for examination data transparency, UGC and NAAC are likely to incorporate compliance into their own frameworks. Criterion II of the NAAC assessment (Teaching-Learning and Evaluation) already weights examination transparency; that weight will almost certainly increase under the MBGL framework as digital evidence becomes standard practice.

    A second pressure point is the Public Examinations (Prevention of Unfair Means) Act, 2024, which the government is expected to strengthen in the Monsoon Session. If examination data integrity becomes a legal standard rather than an aspirational one, universities whose examination systems cannot produce audit-ready records face both accreditation risk and compliance risk.

    The Timeline to Watch

    The task force has not published a formal reporting deadline. Given that NEET 2027 is scheduled as a CBT and Parliament's Monsoon Session is currently active, interim recommendations before the end of 2026 are probable, with final standards expected in early 2027.

    Universities have roughly six to twelve months to assess their examination systems against the criteria this committee will establish. The time to conduct that assessment is now, before the report is published and before compliance timelines are set.

    Three Immediate Steps for University Examination Teams

    Audit your current evaluation chain: Identify every step where an answer script changes hands without a digital record, every evaluation performed without an audit trail, and every grievance handled without a structured workflow. These are the gaps the Nilekani standards will require you to close.

    Assess your scanning and digitisation capability: Whether universities move to full digital evaluation or a hybrid model, the ability to scan and store answer scripts at scale is foundational. The CBSE OSM controversy made clear that scanning quality — resolution, completeness, page ordering — is as important as the evaluation software itself.

    Document your existing data trails: Universities that already log evaluation activity should compile and retain those records. NAAC DCF 2025 and future Nilekani-derived standards will require institutions to demonstrate, with data, that their examination processes are transparent. Documented evidence from 2025-26 and 2026-27 will form part of that record.
