A Reckoning for India's Accreditation System

In early 2025, the Central Bureau of Investigation arrested the chairman of a NAAC peer inspection committee along with six other committee members. The charges: accepting bribes in the form of cash, gold, laptops, and mobile phones in exchange for favorable accreditation ratings for the institution under inspection.

The arrests sent a chill through India's higher education administration. For institutions that had invested years and crores of rupees building up their systems, documentation, and processes to meet NAAC standards, the news raised a deeply uncomfortable question: if the committee members who determine accreditation grades can be bought, how reliable are those grades?

But the bribery scandal also pointed toward a structural solution — one that many institutions are only beginning to understand.

The Mechanics of the Manipulation

NAAC's peer team inspection process places significant weight on what a visiting committee observes and is presented during a two-to-three-day campus visit. Committees evaluate physical infrastructure, interact with faculty and students, review documents, and assess the quality of the institution's teaching, learning, and evaluation processes.

Criterion 2 — Teaching-Learning and Evaluation — carries 350 out of 1000 points in the NAAC assessment framework. It is the single highest-weighted criterion. Within it, sub-metric 2.5 (Evaluation Process and Reforms) directly assesses how an institution conducts, monitors, and reforms its examination and grading practices.

When this process depends primarily on what an institution shows a visiting committee on a given day, and when those committee members have discretion over how generously to interpret what they see, the system is inherently vulnerable to the kind of manipulation that the CBI arrests exposed.

Peer teams that can be paid to look away, or to interpret marginal evidence charitably, are not a feature of an integrity-first accreditation system. They are a vulnerability.

What Cannot Be Faked: The Case for Immutable Records

The bribery scheme worked because the evidence that peer teams evaluated was largely presentational — documents selected and arranged for the visit, demonstrations performed for the visiting committee, registers retrieved and displayed on request.

Digital evaluation platforms create a different category of evidence: records that exist independent of any inspection, generated continuously by the evaluation process itself, and verifiable through technical means that no institution administrator can alter after the fact.

Consider what a mature digital answer-script evaluation platform automatically produces:

Evaluation session logs. Every evaluator login generates a timestamped record: who evaluated, from which IP address or device, at what time, and for how long. A committee reviewing these logs can confirm that evaluation actually happened, that it was completed by qualified evaluators, and that reasonable time was spent per script.

Double valuation records. When two evaluators independently mark the same answer script, the system logs both marks, computes the discrepancy, and records any moderation decision. This creates an auditable record of the institution's actual valuation rigor — not a description of its policies, but evidence of their implementation.

Totalling and result generation trails. Every computational step from raw marks to declared results is recorded. The chain of custody from evaluator input to student marksheet is complete and verifiable.

Grievance processing records. Every revaluation request, its date of receipt, date of processing, and outcome, is logged. Response-time compliance is demonstrable, not merely claimed.

None of these records can be selectively curated for a peer team visit. They exist in the system, generated by the process itself, before any accreditation cycle begins.

NAAC's Own Trajectory: Reducing Subjective Inspection

The bribery arrests appear to have accelerated a direction NAAC was already moving. The council has been developing frameworks that rely more heavily on institutional data submitted digitally and verified against national databases, reducing the weight placed on subjective peer team observations.

The proposed AI-based accreditation model under development in 2025-26 explicitly aims to reduce human discretion in the inspection process. Institutions with strong, verifiable digital data trails will be well-positioned for this model. Institutions whose quality documentation exists primarily in physical registers that can be selectively presented — or selectively concealed — will face greater scrutiny and greater risk of data requests they cannot fulfill.

The direction of travel is clear: toward objective, verifiable, system-generated evidence rather than committee-observed or institution-curated presentations.

Criterion 2.5 and the Integrity Dividend

For COEs (Controllers of Examinations) and Registrars preparing for NAAC assessments, the practical implication of the bribery fallout is this: peer teams are under greater pressure to verify rather than accept. A committee that previously might have accepted a folder of sample evaluations as evidence of a double valuation policy will now more likely ask to see system logs or access evaluation platform dashboards directly.

NAAC Metric 2.5.1 assesses whether the "mechanism of internal assessment is transparent and robust in terms of frequency and variety." Transparency, in this post-bribery context, increasingly means demonstrable rather than claimed.

Metric 2.5.2 examines whether the "mechanism to deal with examination-related grievances is transparent, time-bound and efficient." Efficiency is now expected to be measurable — response turnaround times, resolution rates, escalation records — not described in a policy document.

Institutions that can hand a peer team access credentials to a live evaluation dashboard are providing a qualitatively different level of assurance than institutions presenting printed reports. The former eliminates the possibility of selective presentation; the latter depends on it.

What Institutions Should Do Now

The practical steps for institutions building evaluation integrity into their NAAC posture are not complex, but they require commitment before the next inspection cycle begins.

Archive evaluation data systematically. Digital evaluation platforms that do not retain complete session logs, double valuation records, and result generation trails are not providing the integrity infrastructure institutions need. Evaluate whether your current system retains this data for at least five years — the window that encompasses a full NAAC re-accreditation cycle.

Ensure data is independently accessible. If the only way to produce evaluation records is to request a report from the same administrative unit that conducted the evaluation, the independence of that data is questionable. Look for platforms where audit logs are stored in a format that can be reviewed without administrator intervention.

Connect evaluation data to IQAC reporting. The Internal Quality Assurance Cell (IQAC) is expected to use evaluation outcome data in its Annual Quality Assurance Report (AQAR). If your digital evaluation platform cannot export data in formats that map to AQAR sections, you are generating data that is harder to use than it should be.

Document process compliance, not just outcomes. Peer teams are interested in whether evaluation processes were followed, not just whether results were declared on time. Evaluator training completion records, mock evaluation participation logs, and head examiner sign-off trails all contribute to demonstrating process compliance.

The Deeper Argument

The NAAC bribery arrests were a failure of specific individuals, but they were enabled by a broader system architecture that relied too heavily on human discretion at the point of assessment. Strengthening that architecture — by building institutions whose quality evidence is continuous, automated, and tamper-resistant — serves every honest institution.

Institutions that have nothing to hide are often the most affected by systems that allow selective presentation, because dishonest actors can exploit those systems in ways that honest ones cannot. Digital evaluation infrastructure levels this playing field: the evidence exists, it is complete, and it is verifiable by any authorized reviewer.

In a post-bribery accreditation landscape, that is precisely the kind of assurance that peer teams — and the institutions they visit — need most.
