The End of the Peer Visit Era

For over three decades, the peer team visit was the cornerstone of NAAC accreditation. Visiting teams of academics would spend days on campus reviewing facilities, documents, and processes before submitting their assessment. The system was comprehensive in intent, but it carried well-documented problems: scheduling delays, inconsistent evaluator judgements, and — most critically — integrity concerns that shadowed results at multiple institutions.

From August 2025, that model is gone for basic accreditation.

NAAC has replaced it with an AI-driven validation system that evaluates institutions entirely through submitted digital data, cross-referencing it against government databases and applying machine-learning-based credibility scoring. Physical inspections have been discontinued for the foundational accreditation tier. The consequences for how colleges manage — and can demonstrate — their examination records are significant.

How the New System Works

Binary Accreditation as the Baseline

The new framework starts with a binary determination: accredited, or not accredited. NAAC has replaced its previous seven-grade CGPA system (A++, A+, A, B++, etc.) with this simpler baseline. An institution either meets the minimum standards or it does not.

To achieve basic accreditation, an institution submits data through the NAAC portal. That data is then validated in two ways:

  • Auto-validation against government databases — specifically UDISE+, AISHE (All India Survey on Higher Education), and NIRF (National Institutional Ranking Framework). If the data an institution submits does not match what these systems hold, the discrepancy is flagged.
  • AI credibility scoring — a machine-learning model assigns each institution a credibility score based on the consistency, completeness, and accuracy of the submitted evidence. This score adjusts dynamically as document verification proceeds through a rotating panel of over 100 stakeholders including academics, industry experts, and NGO representatives.
  • Institutions that submit false or inconsistent data face a three-year disqualification from reapplying.

    Maturity-Based Graded Levels for Higher Aspirations

    Institutions that qualify under the basic binary criteria can voluntarily pursue Maturity-Based Graded Accreditation (MBGL). This framework has five levels:

    From Level 3 onwards, NAAC reintroduces inspections — but in a hybrid format combining online and physical components. The rationale is that once an institution claims a higher maturity level, on-site verification of specific practices becomes appropriate.

    The Coverage Ambition

    Currently, only approximately 40 percent of Indian universities and 18 percent of colleges hold NAAC accreditation. The new system is designed to dramatically expand coverage, with NAAC aiming to accredit over 90 percent of higher education institutions within five years. The removal of the peer visit — which was logistically and financially burdensome for both NAAC and institutions — makes this scalable.

    Why Exam Evaluation Data Is Now Strategically Critical

    The shift to AI-driven validation fundamentally changes which institutional capabilities matter most. Under the peer visit model, an articulate presentation and a well-organised documentation room could compensate for gaps in underlying data. Under AI validation, submitted records are checked against authoritative external sources. The data either matches or it does not.

    Examination records sit at the intersection of several NAAC data requirements.

    Criterion 2: Teaching-Learning and Evaluation

    NAAC Criterion 2 — Teaching, Learning and Evaluation — covers assessment practices directly. Sub-criteria address continuous internal assessment, the structure of end-semester evaluations, and the mechanisms in place to ensure fair and consistent marking. Institutions need to demonstrate not just that examinations are conducted, but that they are conducted with documented processes.

    For AI validation purposes, what matters is that this documentation exists in a form that can be submitted digitally, is internally consistent, and aligns with what the institution has reported to AISHE and NIRF.

    Criterion 6: Governance and Leadership

    Criterion 6 examines institutional governance, including transparency mechanisms and quality assurance processes. Examination administration — including how answer books are managed, how marks are recorded, and how grievance redressal works — falls under governance. Institutions with paper-based, largely undocumented evaluation processes have difficulty generating the kind of verifiable evidence this criterion requires.

    AISHE and NIRF Cross-Validation

    The specific use of AISHE and NIRF data for auto-validation creates a direct link between what institutions report for rankings and accreditation purposes. Institutions that have maintained digital examination records — and have reported accurate data to AISHE about student enrolment, examination results, and graduation outcomes — will find the cross-validation process straightforward. Institutions reporting different figures to different bodies will be caught by the discrepancy detection built into the AI model.

    What This Means for Digital Evaluation Adoption

    The accreditation reform creates a clear institutional incentive that complements educational rationale for moving to digital evaluation.

    When examinations are conducted using digital workflows — scanned answer books, on-screen marking, centralised mark recording, automated totalling — the resulting data is inherently documented. Every examination cycle produces structured records: which evaluators marked which papers, what marks were awarded, how totals were calculated, how moderation was applied, and what the final result distribution looks like.

    This is precisely the kind of verifiable, institution-held data that NAAC's AI validation system is designed to cross-check against AISHE and NIRF submissions. Institutions that have digitised their evaluation processes are, in effect, already building the evidence base that the new accreditation system is designed to assess.

    The Audit Trail Requirement

    An important implication of the AI credibility scoring model is that institutions that manipulate data are significantly more exposed than they were under the peer visit system. A convincing presentation is no longer sufficient. The AI model will compare what an institution submits against government-held data; inconsistencies generate low credibility scores and trigger further scrutiny.

    For institutions with robust, audit-trail-generating digital evaluation systems, this is a protection — their data is self-consistently documented and cross-verifiable. For institutions relying on retrospectively assembled paper documentation, the new system represents a material risk.

    Practical Steps for Institutions

    Institutions preparing for accreditation under the new NAAC framework should assess their examination management capabilities against the following checklist.

    Data Consistency Audit

    Before submitting to NAAC, cross-reference internal examination data against what the institution has reported to AISHE. Student headcounts, examination participation rates, result distributions, and graduation timelines should be consistent across all sources. Discrepancies, even inadvertent ones, can affect the AI credibility score.

    IQAC and Examination Department Alignment

    The IQAC's AQAR (Annual Quality Assurance Report) relies on examination data for multiple entries. Ensure that the examination department's records feed directly and accurately into AQAR compilation, rather than being separately compiled for accreditation purposes. Discrepancies between AQAR-reported figures and examination department records are detectable under the new system.

    Documentation of Evaluation Processes

    Institutions should document — formally, in retrievable form — their end-to-end examination process: from answer book distribution through marking, totalling, moderation, result declaration, and grievance redressal. Process documentation should describe safeguards against errors, the role of double valuation where applicable, and mechanisms for student queries.

    Digital Infrastructure Review

    Institutions currently using paper-based evaluation should assess the operational readiness required to migrate to digital workflows. The NAAC reform does not mandate digital evaluation — but the institutions that will most easily generate verifiable, AI-validatable records are those that have already made the transition.

    The Larger Shift: From Documentation Inspection to Data Verification

    The end of the peer visit signals a more fundamental shift in how NAAC understands institutional quality. Under the inspection model, quality was demonstrated through documents and presentations assembled for the visit. Under the AI model, quality is inferred from the consistency and accuracy of operational data generated over time.

    This is a meaningful distinction. An institution that has genuinely conducted 500 examinations with documented processes will have a coherent, internally consistent data record. An institution that has managed examinations through ad hoc, undocumented practices will struggle to generate that coherence — regardless of how well the documentation is assembled at accreditation time.

    The NAAC reform, in other words, rewards institutions that have been building genuine data infrastructure. The move to digital evaluation is one of the most direct ways to build that infrastructure.
