India's First Blockchain-Powered Exam Platform Wins National Award

The Award and What It Signals

At TiECON Chandigarh 2026, held at Hyatt Regency in June, the Software Technology Parks of India (STPI) Incubation Centre in Mohali presented its startup recognition award to EduBlock Pro — a blockchain-powered examination management platform developed by Antier Solutions. The award was conferred by Haryana Chief Minister Nayab Singh Saini and received by Vikram Raj Singh, CEO and Founder of Antier.

The recognition is notable not just for the company but for the category it represents. STPI awards at TiECON are given to solutions demonstrating commercial viability and national-scale applicability. Selecting an exam integrity platform in the same cycle in which NEET UG 2026 was cancelled over a paper leak and UGC NET Sociology faced fresh leak allegations signals where government technology evaluators see the biggest gap in India's public examination infrastructure.

The Problem Being Solved

Over the past five years, India has recorded 41 documented paper leak incidents across 15 states. Approximately 1.4 crore job and admission applicants have been directly affected — a figure that does not count those who sat contaminated examinations and received results based on compromised papers without knowing it.

The structural cause is consistent across incidents. Printed question papers travel through a custody chain with multiple human touchpoints: question setters, typographers, printing presses, packing centres, district collection points, examination centres, and invigilators. Each handoff is a window. The 2026 NEET leak, according to CBI investigators, occurred at a translation and custody stage before papers left NTA's control entirely. The 2026 UGC NET Sociology leak allegedly involved a 100-page PDF — apparently accessible within NTA's infrastructure — circulating before the June 30 examination.

These are not accidental failures. They are predictable consequences of running physical documents through multi-step human chains at national scale.

How EduBlock Pro Works

EduBlock Pro's approach removes the physical document as the attack surface. Its core architecture uses three mechanisms:

Public-Private Key Infrastructure for Question Papers

Question papers are encrypted at the point of creation. The decryption key is split and held by separate authorised parties. On exam day, invigilators receive their portion of the key only after biometric verification at the examination centre. No single party holds the full key before exam time. A leak at any single point in the chain does not expose the paper.

Smart Contract-Based Dynamic Question Assignment

Rather than distributing a single fixed question set to an entire centre or cluster, smart contracts assign randomised question sequences per candidate at the moment the test session opens. Two students sitting at adjacent terminals in the same room see questions in different orders, with some questions substituted from an encrypted reserve pool. The predictability that allows pre-exam preparation from a leaked paper does not exist in this architecture.

Immutable Audit Trail

Every action in the examination lifecycle — question creation, approval, encryption, distribution, candidate login, answer submission, and result generation — is written to a blockchain ledger. The record cannot be altered retroactively. This creates a court-admissible chain of evidence for any post-examination inquiry and eliminates the ambiguity that allows institutional deniability in current investigations.

An AI layer flags anomalous patterns: unusual answer submission speeds, identical answer sequences across candidates in different locations, or metadata inconsistencies in submitted responses.

Deployment Evidence

EduBlock Pro has been deployed in live government examinations, not just pilots. The Punjab State AIDS Control Society (PSACS) used the platform for a recruitment drive with zero documented incidents of paper leak or evaluation dispute. While PSACS is a smaller-scale deployment than a state board examination, it demonstrates that the platform operates reliably in an actual government procurement environment rather than only in controlled demonstrations.

Antier Solutions, the parent company, is headquartered in Mohali, Punjab, with approximately 700 engineers and 1,000 delivered blockchain projects across sectors including financial services, supply chain, and healthcare. The examination integrity vertical is newer but draws on established blockchain engineering capacity rather than being built from scratch.

What This Is Not

It is important to separate blockchain-based exam integrity from blockchain-based academic credentials — two distinct applications that are frequently conflated.

Academic credential verification on blockchain (issuing degrees, marksheets, or certificates as blockchain tokens) addresses the problem of fraudulent documents being presented after the fact. It does not prevent a paper leak from occurring before an examination.

EduBlock Pro addresses the pre-examination and in-examination chain. The paper cannot leak because there is no paper. The question set cannot be predicted because dynamic assignment happens at runtime. This is a fundamentally different problem and a different technical intervention.

India already has significant infrastructure for post-issuance credential verification through DigiLocker and the National Academic Depository. The gap identified by STPI's recognition is in the examination conduct phase — from paper creation to result generation.

What Scale Would Require

Deploying a blockchain-based examination system at the scale of NEET (22 lakh candidates across 5,432 centres) or CUET (13 lakh candidates) requires infrastructure decisions that go beyond the platform itself.

Computer availability at examination centres is the immediate constraint. EduBlock Pro's dynamic assignment architecture works in CBT mode — it requires candidates to be on terminals, not handling printed OMR sheets. The government has already announced NEET will shift to CBT from 2027. That transition opens the door for blockchain-based security architecture, but requires the examination centre network to be prepared first.

For university-level examinations — semester papers, internal assessments, entrance tests — the infrastructure barrier is lower. Many institutions already have computer labs that sit unused during examination periods. The deployment model for a 500-seat university is considerably simpler than a national examination with thousands of centres.

Implications for India's Examination Reform Agenda

The timing of the TiECON recognition is significant. The Supreme Court was simultaneously hearing a PIL on CBSE OSM evaluation concerns on July 15. A parliamentary panel has been scrutinising NTA's operations since May. The Cockroach Janta Party, a Gen Z-led protest movement, is planning a march to Parliament on July 20 demanding structural examination reform.

Technology recognition in this environment is not neutral. STPI selecting an exam integrity platform signals that government innovation support agencies see technology as a structural solution, not a marginal improvement.

For examination bodies and institutions evaluating platform investments, the STPI award functions as a due diligence signal — it indicates the platform has been reviewed by a government technology agency and found credible. That is not a guarantee of national-scale readiness but it is a meaningful marker in a market where vendor credibility is difficult to assess independently, as the CBSE OSM procurement controversy has underscored.
