Examination infrastructure decisions — scanning system procurement, platform contracts, evaluator training, student grievance workflow design — typically require eight to fourteen weeks to implement from commitment to deployment. An institution deciding in August is at the outer edge of the viable window for a November examination. An institution deciding in October has missed it.

August 2026 is also the moment when the evidence base for digital evaluation decisions has never been clearer. The 2026 examination season — CBSE OSM's 404,319 revaluation applications, J.C. Bose University's Haryana milestone of results in under 30 days, Punjab's adoption of on-screen marking as the first state board after CBSE, Mangalore University's live PG evaluation — provides a rich set of reference implementations and documented failure modes that any institution can use to calibrate its own adoption.

Decision 1: Define a Specific Implementation Scope

    In-house implementation. This option is appropriate only for universities with substantial technical resources and multi-year development capacity. It is not appropriate for most institutions with a November 2026 deadline.

    Contract execution and initial setup typically require four to six weeks after a Decision 2 commitment. An August decision allows contract completion by September, enabling October training before November examination.

    Decision 3: Specify Scanning Infrastructure Requirements

    Scan quality is the single most consequential technical variable in digital evaluation. The CBSE OSM controversy's most documented failure mode — blurred images, missing pages, illegible handwriting areas — is a function of scanning infrastructure and workflow decisions, not evaluation software.

    Institutions making infrastructure decisions in August should specify:

  • Minimum resolution: 300 DPI for handwritten answer scripts; 200 DPI is insufficient for detailed mathematical or diagram-heavy responses
  • Per-page quality verification workflow: every page reviewed for legibility before the booklet enters the evaluation queue — this adds time to scanning but eliminates the blurred-image complaint category
  • Page count verification: scanned page count confirmed against expected booklet length before the file is closed

The question in August 2026 is not whether to provide access, but which implementation model fits the institution's existing infrastructure.

    ERP-integrated access — as deployed by J.C. Bose University — allows students to view their evaluated sheet and submit specific objections through the existing student information system. This is the most seamless experience for students and the most robust for grievance management because the objection trail sits alongside the academic record. It requires integration development time of four to eight weeks depending on the ERP system.

    Standalone portal access provides a separate URL and login that students use outside the main student system. This is the fastest path to deployment and is appropriate for a first-cohort pilot where ERP integration is a subsequent-year objective.

    DigiLocker integration aligns with Ministry of Education infrastructure and forthcoming regulatory requirements for academic credential accessibility. It requires additional API development and is better positioned as a second-year objective.

    The decision framework for August 2026: if the ERP is robust and your technical team has integration capacity, target ERP access for November. If not, deploy a standalone portal for November and plan ERP integration for 2027.

    Decision 5: Establish Evaluator Training and Certification

    Digital evaluation requires evaluator reorientation. Faculty who have evaluated paper booklets for years need structured instruction in:

  • Platform navigation and interface — typically 2 hours
  • Question-wise mark entry using platform tools — 1 hour practical
  • Handling unclear scanned pages — flagging for human review rather than skipping — 30 minutes

  • Supervised practice evaluation on sample booklets — 2 hours

    For a first-cohort implementation of 2,000 to 10,000 booklets, training a cohort of 20 to 50 evaluators requires scheduling and coordination. For a November examination, training must begin by the end of September at the latest.

    Decision 6: Set Grievance Turnaround Standards Before the Examination

    Digital evaluation generates student grievances — objections to marks, re-evaluation requests, queries about unchecked answers — at higher volumes than paper evaluation, because students can see exactly what was evaluated and identify specific discrepancies. This is a feature of the system, not a problem. Grievances based on specific, verifiable claims are far more manageable than grievances based on student suspicion of an invisible process.

    The standard to define in August, before November examinations, is the turnaround time for grievance resolution:
