July 2025: Students Take to the Streets in Pune
On July 14, 2025, a large group of students gathered outside Savitribai Phule Pune University (SPPU) — one of Maharashtra's oldest and most prominent universities — and refused to leave until someone in authority answered their questions about their exam results.
The students were not protesting fail grades in isolation. They were protesting inconsistency, opacity, and a system in which the same rule appeared to produce different outcomes for different students. Their specific allegation: the university had been awarding grace marks in ways that violated its own published regulations.
Under standard university rules, grace marks are capped at 10% of a paper's total marks. For a 50-mark paper, the maximum grace should be 5 marks. The students documented a case in which one student received 20 grace marks despite having originally scored just 9 — a 222% uplift that bore no relationship to the stated policy. For students who had missed a passing grade by 2 or 3 marks and received no grace, the discrepancy felt less like a policy difference and more like an arbitrary exercise of administrative discretion.

Approximately six weeks before the SPPU protest, the Department of English at Delhi University notified students that their examination format had changed. Students who had prepared for a practical-based evaluation — on the understanding that exams would conclude on May 27 — were instead told they would be required to sit a written exam on June 21.
The change was announced after students had already structured their preparation around the original format. The university's position was that the change was procedurally valid. Students' position was that the university had, in effect, altered the terms of an evaluation mid-stream without adequate notice or reason.
Both incidents — Pune's grace marks controversy and Delhi's format change — are different in specifics but share a common root cause: evaluation processes that are not transparent, not traceable, and not governed by systems that make ad hoc decisions difficult to execute.
What Makes Grace Marks Contentious
Grace marks are not inherently problematic. Most universities use them legitimately to account for paper difficulty variations, printing errors in question papers, or candidates who miss a passing threshold by a narrow margin. The UGC and individual university statutes typically provide a framework for when grace marks may be awarded.
The problem arises when the framework is applied inconsistently — and when there is no audit trail that allows an external observer to verify whether the framework was followed.
In a paper-based evaluation system, grace marks are typically applied by an individual moderator or examination officer with discretion. The decision may be recorded in a register, but the register is not publicly accessible, the criteria for the decision are not logged, and there is no mechanism for a student to verify whether the rule was applied consistently to their script.
This creates a grievance gap. Students know their final mark. They do not know the path from raw score to final mark. When that path is invisible, every unexpected outcome — a pass, a fail, a grace award or its absence — becomes a source of suspicion.
The Anatomy of a Mark Error
Separate from grace marks, SPPU students also alleged widespread errors in result processing — students marked absent despite having appeared, students marked as having failed subjects they passed, and marks that did not match their answer book performance. These are not new complaints in Indian university examination administration.

Student organisations filing petitions on platforms like Change.org is a symptom of a deeper structural deficit: the absence of accessible, verifiable information about how a mark was arrived at.
Transparency in evaluation does not mean publishing every evaluator's name alongside every mark. It means:
A complete audit trail. Every mark awarded should be traceable to a specific evaluator, a specific question, and a specific timestamp. Students requesting re-evaluation should be able to see the original mark awarded question-by-question, not just the final total.
Policy-consistent grace mark application. Grace marks should be applied through a system that enforces the published cap, records the justification, and flags deviations for review. A system that allows a 10% cap to become 40% for one student and 0% for another with identical circumstances is not a policy — it is a practice.
Timely grievance resolution. The SPPU protest happened because students had no meaningful channel for rapid, evidence-based resolution. A student who can see their digitally-recorded mark question by question has a specific, factual basis for requesting reconsideration. A student who can only request a physical re-evaluation — which may take weeks, requires payment of fees, and produces a new score without showing the original — has no effective recourse.
Separation of evaluation from administration. When the same administrative office that runs examinations also controls grace mark decisions and grievance resolution, there is no independent check. Digital evaluation systems that separate the evaluator function from the moderation function from the result declaration function make structural independence easier to implement.
The Carry-On Question
Among the SPPU protesters' demands was the option of "carry-on" — the ability to proceed to the next year of a programme while still clearing backlog papers. The university's position, communicated by the Director-in-charge, was that students must obtain at least 50% credit marks in a year to proceed.
The carry-on dispute is partly a policy disagreement. But it is also downstream of the evaluation credibility problem. When students do not trust that their marks accurately reflect their performance, carry-on restrictions that might otherwise seem reasonable feel punitive. The argument is not just "the rule is unfair" — it is "I failed because of an error in a system I cannot see and cannot challenge effectively."
Evaluation reform that improves accuracy and transparency does not resolve every carry-on debate. But it removes the foundational grievance that makes those debates so charged.
What a Well-Designed System Looks Like
Several universities and boards that have moved to digital on-screen evaluation have reported measurable reductions in re-evaluation requests — not because digital systems never make errors, but because students who can access question-level mark breakdowns find fewer grounds for dispute, and legitimate disputes are resolved faster because the evidence exists.

As long as Indian universities process tens of millions of answer scripts through manual, paper-based systems with limited audit capability, mark errors and grace mark inconsistencies will recur. The specific university and the specific academic year will change. The root cause will not.
What changes the pattern is not more protest or more petition signatures. It is evaluation infrastructure that makes error-prone manual processes structurally difficult to execute in the first place.
