The Quiet Infrastructure Crisis in Indian Universities

Himachal Pradesh University's decision to move all affiliated undergraduate courses to a semester system from 2026-27 under NEP 2020 received moderate coverage in the education press. It is one of hundreds of similar announcements from affiliating universities across India over the past two years.

Individually, each announcement is routine. Collectively, they represent one of the largest institutional transformation challenges Indian higher education has faced: every university that completes the transition from an annual examination system to a semester system doubles the number of examination cycles it must manage per academic year.

That doubling is not metaphorical. Under an annual system, a university with 50,000 undergraduate students conducts one main examination cycle per year. Under a semester system, it conducts two — and under the NEP 2020 four-year undergraduate programme (FYUGP) with its multiple entry-exit provisions, the cycle count increases further. Add a rescheduled backlog window, supplementary examinations, and the CBSE's newly introduced bi-annual Class 10 option (February and April sessions), and the total examination event count at many institutions has effectively tripled since 2022.

The evaluation workload required to clear these cycles has not tripled. At most institutions, the evaluator pool has not grown. The administration, answer book management, and result processing teams have not been enlarged. The physical infrastructure for receiving, storing, distributing, and collecting answer books has not been scaled.

This is the evaluation volume crisis that NEP's semester system is quietly creating — and it is already visible in delayed results, exam scheduling collisions, and evaluator fatigue.

The Math of Transition

A mid-sized affiliating university — say, 80,000 UG students across 150 affiliated colleges — under the annual system would process roughly:

  • 80,000 students x 5 papers per year = 4,00,000 answer books annually
  • Distributed across 2-3 examination windows
  • Under the NEP semester system, the same institution processes:

  • 80,000 students x 5 papers per semester x 2 semesters = 8,00,000 answer books annually
  • Compressed into tighter windows, because academic calendars now leave less buffer between semesters
  • This is not a 20% increase in workload. It is a 100% increase, imposed on an evaluation system that was not over-resourced to begin with.

    The compression is particularly acute at the evaluation stage. Semester examination results must be published quickly enough for the following semester to begin on schedule. Annual examinations allowed 60-90 days for evaluation after papers concluded. Semester systems typically demand results within 30-45 days. Half the time, twice the answer books: this is the operational reality facing university examination departments right now.

    What Is Already Happening

    The transition is not hypothetical — it is underway at institutions across the country.

    Sambalpur University released NEP-aligned 1st Semester results for Arts, Science, and Commerce students in early 2026, marking the first cohort to complete a full semester cycle under the new framework. The University of Kashmir published UG backlog examination forms for 6th Semester NEP 2022 batches in 2026. Mumbai University has been managing NEP-pattern semester results for its vast network of affiliated colleges for two consecutive academic cycles.

    These institutions are managing the transition, but not uniformly well. Delays in result declaration have become a chronic complaint at larger affiliating universities. Backlogs accumulate when one semester's results are not ready before the next semester's examinations must begin — forcing students to sit for new examinations while still awaiting marks from previous ones.

    The underlying cause is almost always the same: evaluation throughput has not kept pace with examination volume.

    Why Manual Evaluation Cannot Scale

    Manual evaluation of physical answer books has a hard throughput ceiling. An experienced evaluator can assess 25-30 theory answer books per day at acceptable quality. Above that, error rates increase — calculation mistakes, missed sub-questions, inconsistent application of marking schemes — and the evidence from evaluation error studies supports this limit.

    A university processing 8 lakh answer books annually, with a 45-day result window, needs approximately:

  • 8,00,000 ÷ 45 days = 17,778 answer books per day
  • At 25 books/evaluator/day = 711 evaluators working continuously
  • That is for a single institution. For a large affiliating university with 2-3 lakh students, the numbers scale further. Recruiting, coordinating, and quality-controlling 700+ evaluators for a continuous 45-day window is not a solved administrative problem at most universities.

    Digital evaluation resolves this throughput ceiling in two ways. First, by enabling distributed evaluation — evaluators log into the system from any location and assess answer book images without requiring physical answer books to be transported to evaluation centres. Second, by automating totalling and flagging — the system calculates totals automatically, checks for missing marks on sub-questions, and alerts supervisors to statistical outliers before marks are submitted. Both reduce the time-per-answer-book and the error rate simultaneously.

    The NAAC Dimension: More Data, Better Evidence

    Beyond the operational case, the semester system transition creates a significant accreditation opportunity for institutions that manage it well.

    Under NAAC's binary accreditation framework, Criterion 2 — Teaching-Learning and Evaluation (TLE) — is one of the most heavily weighted parameters. Sub-criteria under this cluster assess whether institutions have structured, documented, and transparent evaluation practices.

    Specifically, NAAC evaluators look for evidence of:

  • Criterion 2.6: Student performance and learning outcomes, including trends across multiple assessment cycles
  • Criterion 2.7: Student satisfaction with evaluation processes, including feedback mechanisms
  • Criterion 6.2: Institutional governance and e-governance — digital systems for examination management contribute directly to this parameter
  • An institution that moves to semester evaluation with a digital system accumulates twice-yearly documented evidence of evaluation practices, mark distributions, result timelines, and evaluator performance. An institution continuing manual annual evaluation generates one evidence cycle per year, with limited audit trail.

    For NAAC's AI-driven accreditation system — which launched its digital-first verification framework in August 2025 — the credibility score assigned to institutions is partly determined by the quality and completeness of submitted documentation. Institutions with granular, semester-by-semester digital evaluation records are better positioned to demonstrate compliance with automated data verification than those submitting retrospectively constructed summaries.

    The AQAR (Annual Quality Assurance Report) that institutions file with NAAC's IQAC structure benefits directly from systematic digital evaluation data. Result declaration timelines, revaluation rates, and evaluation consistency metrics — all of which digital systems generate automatically — map onto NAAC evidence requirements in Criterion 2 and Criterion 6.

    Practical Readiness: What Institutions Should Assess

    For universities currently mid-transition, or planning the semester shift for 2026-27 or 2027-28, a readiness assessment should cover five areas.

    Scanning infrastructure: Can the institution digitise answer books within 48-72 hours of examination conclusion? This requires scanning capacity proportional to examination volume — typically one mid-range document scanner per 500-800 answer books per day.

    Evaluator onboarding: Is the evaluator panel registered, trained, and comfortable with on-screen evaluation? Faculty who have only evaluated physical answer books require 2-4 hours of training to achieve comparable speed on digital systems.

    IT infrastructure: Does the university's server capacity, bandwidth, and backup protocols support a digital evaluation platform during peak cycles? Semester systems create evaluation peaks more compressed than annual systems, and infrastructure failures during these windows are particularly disruptive.

    Result processing integration: Is the digital evaluation system integrated with the university's student information system for automatic result population? Manual re-entry of digitally evaluated marks negates most of the efficiency gains.

    Revaluation and challenge workflow: Has the institution designed a digital revaluation process that allows students to view their evaluated answer books online and submit challenges? NEP's student-centric framework and UGC minimum standards guidance both emphasise transparency in result challenges.

    The Institutions That Did Not Prepare

    The consequences of underprepared transition are already visible. Universities that moved to semester schedules without scaling their evaluation infrastructure have seen result delays cascading through academic calendars — pushing semester start dates, disrupting hostel cycles, and creating backlog accumulations that persist for years.

    The digital divide compounds the problem at tier-3 and rural-region institutions. NITI Aayog data from 2025 indicates that 45% of government colleges lack reliable computer facilities, and 23% do not have stable internet connectivity. For these institutions, semester transition without infrastructure investment is a guarantee of evaluation gridlock.

    The good news is that the infrastructure investment required is modest relative to the operational risk it mitigates. A basic digital evaluation setup for a 30,000-student affiliated university — scanning equipment, platform subscription, evaluator training — is recoverable within two semesters of avoided result-delay penalties, faculty overtime, and administrative rework.

    The Direction of Policy

    UGC minimum standards guidance issued in 2025 explicitly references continuous and transparent assessment as a governance expectation for universities implementing NEP frameworks. The UGC's push for digital academic records, blockchain-based certificate issuance, and AI-driven institutional assessment through NAAC all point in the same direction.

    The semester system is not a temporary transitional arrangement. It is the permanent examination architecture for Indian higher education under NEP 2020. Institutions that treat digital evaluation as a long-term infrastructure question — rather than a feature to be adopted when convenient — will manage the next five years of increasing examination volume without the result delays, accreditation data gaps, and student dissatisfaction that have already become visible at institutions that did not make the investment early.
