Institutions offering technical programmes sought NBA accreditation — an outcome-based, programme-level framework with a distinct methodology and separate documentation requirements. Engineering colleges with non-technical departments often ran both simultaneously, maintaining parallel evidence sets for peer visits that could happen in the same academic year.
The Viksit Bharat Shiksha Adhishthan Bill, if passed by Parliament during the Monsoon Session that opened July 20, 2026, consolidates both into a single National Accreditation Council (NAC) operating as a vertical under the new unified higher education commission. A JPC report released on July 17 recommended passage with federalism safeguards, clearing the primary political obstacle to the bill's advancement.
What this means practically is that the evidence fragmentation that has characterised Indian accreditation since the 1990s will, over the next two to three regulatory cycles, converge into a single portfolio standard. Institutions that have already built digital examination infrastructure are positioned to generate much of that evidence automatically. Those still running paper-based evaluation will face the same convergence deadline with a far larger manual reconstruction burden.

Institutions that can produce verified examination load data (scripts per evaluator, evaluation throughput, double-valuation rates) have a quantitative advantage over those making qualitative claims.

Discrepancies between SSR claims and national database records are identified before the visit, not discovered during it. Digital evaluation systems produce a consistent, queryable trail that pre-empts these discrepancies. The NBA-NAAC Integration Dividend
For institutions running both NAAC-type and NBA-type accreditations, the convergence under NAC offers a specific operational dividend: the elimination of duplicate evidence maintenance.
Currently, a NAAC SSR for Criterion 2 and an NBA SAR (Self-Assessment Report) for Assessment criterion 5 cover overlapping ground — examination process quality, assessment instruments, outcome attainment — but require different formats, different evidence templates, and different metric definitions. Faculty members in examination cells at dual-accredited institutions routinely produce two versions of the same data.
Under the NAC's common evidence framework — recommended in the JPC report — this duplication is eliminated. Starting Points for Institutions Not Yet on Digital Evaluation
The most common reason institutions defer digital evaluation adoption is uncertainty about transition complexity. Three entry points reduce that complexity:
Internal examinations first. Begin with internal continuous assessment examinations, which carry lower stakes and allow faculty and students to adapt to digital answer sheet submission and online evaluation before the process applies to end-semester examinations.
Single department pilot. Select one department — typically one with strong faculty buy-in and relatively standard question formats — and run a complete digital evaluation cycle. The data outputs from that pilot become the evidence base for a second department's buy-in conversation.
Scanning-only phase. If full OSM adoption is not feasible in the short term, implement answer sheet scanning and digital storage as the first phase. Scanned answer sheets evaluated on screen by examiners, even without question-level distribution, generate the chain-of-custody and timeline data that most accreditation evidence requests require.
None of these starting points require replacing existing examination systems overnight. Each generates the category of evidence that the NAC framework will require, on a timeline that fits a three-year portfolio-building runway.
