In the summer of 2026, India's examination system failed twice in rapid succession, and in very different ways.

The first failure was at the question paper supply chain. On May 3, 2026, 2.27 million NEET-UG aspirants sat for their medical entrance examination. On May 12, the exam was cancelled after investigators confirmed that overlaps between a pre-circulated guess paper and the actual question paper were too significant to attribute to coincidence. A paper designed to test readiness for one of the world's most competitive professional programmes had leaked before the exam hall doors opened.

The second failure was at the evaluation stage. CBSE's Class 12 On-Screen Marking system, introduced in 2026 to digitise the evaluation of 14 million board examination answer scripts, produced results on May 13 that left thousands of students with questions they could not get answered. Blurred scans. Missing pages. Marks that did not add up. A revaluation portal that failed repeatedly under load. The national pass percentage fell to 85.20%, the lowest in seven years.

These were not the same failure. One exposed the vulnerability of physical paper supply chains; the other exposed the vulnerability of poorly implemented digital evaluation. Together, they produced the same outcome: a collapse in public trust, student protests at Jantar Mantar, the resignation of the Education Minister, and the announcement of a high-powered reform task force.

Affiliating universities across India watched these events unfold. The question is what conclusions they should draw for their own examination systems.

Lesson 1: A Digital System Deployed Badly Is Worse Than Paper

The CBSE OSM experience is not an argument against digital evaluation. It is an argument against poor implementation of digital evaluation.

CBSE's On-Screen Marking system failed for identifiable reasons. Scanning quality standards were not enforced: answer scripts were scanned at resolutions that made handwriting illegible in some cases. The evaluation software did not alert evaluators when a script had blank or unreadable pages. Post-evaluation verification was eliminated — an efficiency measure that removed the check that had historically caught totalling errors. Evaluator training was inadequate and not completed before the evaluation season began. The vendor responsible for the platform was awarded a contract of significant scale under procurement criteria that, according to subsequent audit findings, did not adequately prioritise demonstrated technical capability.

The lesson for universities is not to avoid digital evaluation. It is to implement digital evaluation with the process discipline that physical evaluation had developed over decades: mandatory scanning quality checks before evaluation assignment, evaluator training certification before deployment, double-marking verification for a random audit sample of scripts, and a structured escalation path for disputes.

Universities that treated digital evaluation as a technology purchase rather than a process redesign will recognise their own planning assumptions in the CBSE failure. The technology did not fail. The process architecture around the technology did.

Lesson 2: The Supply Chain Is Your Highest-Risk Point

The NEET 2026 leak did not happen on exam day. Evidence gathered by the Central Bureau of Investigation pointed to the question paper supply chain — the set of people, processes, and physical materials involved in printing, packaging, transporting, storing, and distributing papers to examination centres.

India's major entrance examinations involve a physical supply chain that passes through printing presses, postal logistics networks, district administration offices, examination centres, and individual invigilators. At each handoff, there is a potential leak point. In the NEET 2026 case, investigators traced the leak to a combination of insider knowledge and inadequate verification at distribution stages, with question content circulating via messaging applications before exam day.

The structural fix — moving NEET to Computer-Based Testing from 2027, with encrypted digital delivery of questions to candidates at the moment of examination — eliminates the physical supply chain and its primary leak vectors. Affiliating universities using paper-based examination formats retain all of these risk points.

For universities that cannot move immediately to full CBT, intermediate measures reduce exposure: watermarked unique paper sets per examination centre, electronic seal-break logging at collection points, and biometric verification at question paper custody handoffs. These do not eliminate supply chain risk, but they make accountability traceable when a leak occurs.

Lesson 3: Evaluation Transparency Is a Right, Not a Privilege

One of the most damaging aspects of the CBSE OSM controversy was the information asymmetry it created. Students knew their marks. They did not know how those marks had been reached, whether their answer scripts had been fully evaluated, or whether scanning errors had prevented their work from being assessed at all.

When students applied for scanned copies of their evaluated scripts — a right the board had communicated — the portal failed. When they sought revaluation, the timeline collided with university admission deadlines. The information asymmetry, compounded by process failure, produced a crisis of confidence that a transparent system would have contained far earlier.

The principle is straightforward: when a student submits an answer script, they are submitting evidence of their knowledge for evaluation. They are entitled to evidence of how that evaluation was conducted. This does not require identifying the evaluator. It does require providing the evaluated script, the marks per question or section, and a defined grievance pathway with a published response timeline.

Universities that already provide evaluated script access to students are ahead of the regulatory curve. If the Nilekani task force's recommendations translate into UGC or NAAC requirements — which is probable, given that Criterion II of the NAAC framework already weights examination transparency — evaluation transparency will shift from a voluntary practice to a compliance standard. Institutions that have built that capability will not need to retrofit it under pressure.

Lesson 4: Grievance Volumes Spike After Disputed Results — Plan for It

CBSE's revaluation portal received an unprecedented volume of applications after the May 2026 results. The portal crashed. Students who paid fees for revaluation received no confirmation. Payment gateways double-deducted fees in some cases. The portal, not designed for peak load in a controversy scenario, became itself a source of grievance.

This is a capacity planning failure. It also reflects a planning assumption that proved wrong: the system was sized for normal grievance volumes, not for the volumes that follow a disputed result declaration at national scale.

Universities implementing digital evaluation for the first time should plan for above-normal grievance volumes in the first two cycles. Evaluators are learning new systems; students are unfamiliar with how digital evaluation differs from what they have experienced before. The grievance portal needs load testing at multiples of expected demand, with automated acknowledgment on submission so students have immediate evidence their application was received and timestamped.

Beyond technical capacity, grievance process design matters. A clear categorisation system — distinguishing scanning disputes from totalling disputes from coverage disputes from evaluator judgment disputes — allows the institution to route grievances efficiently and respond within different SLAs for different categories. Without categorisation, grievance volume data is uninformative; with it, the institution can identify patterns, prioritise systemic fixes, and document its response for NAAC and UGC review.

Planning for the adversarial case — a controversial result declaration, a suspected evaluation error amplified by student social media, a media-covered dispute — is not pessimism. The CBSE experience makes clear that examination systems that have not planned for controversy will be caught without a response protocol when controversy arrives.

Lesson 5: Technology Vendor Accountability Requires Contractual Structure

Following the CBSE OSM controversy, significant scrutiny fell on Coempt Eduteck, the vendor that operated the On-Screen Marking platform. Questions were raised about the procurement process, the security architecture, and the contract's provisions for data custody and breach accountability.

Universities selecting digital evaluation vendors are making long-term commitments with significant data security implications. Every answer script evaluated through the platform becomes a data asset the institution is responsible for protecting. Every audit log the platform generates becomes evidence the institution may need to produce in a grievance dispute, a NAAC assessment, or a court proceeding.

The vendor selection decision cannot be made on cost alone. Due diligence should address: the platform's documented uptime guarantee and historical breach record; contractual provisions for data portability if the contract ends; clear liability clauses for evaluation errors attributable to platform failure; and independent security audit requirements at defined intervals.

The CBSE experience provides a useful framing exercise: what contractual protections, had they been in place, would have changed the accountability outcome when the controversy emerged? The answers to that question are the minimum requirements for any university platform procurement. A vendor that cannot accept contractual accountability for scanning quality, data integrity, and portal availability is a vendor whose risk the institution absorbs.

From Failure to Reform

India's 2026 examination crises are not the inevitable consequence of scale. They are the consequence of specific decisions that created specific vulnerabilities — some made decades ago, when paper-based examination was the only available model, and others made recently, in the effort to digitise rapidly without adequate process engineering.

The reforms now underway — CBT for competitive exams, enhanced scrutiny of evaluation vendors, a Nilekani-led technology task force — address many of the structural vulnerabilities the 2026 crises exposed. These reforms will shape the standards that affiliating universities are expected to meet in the coming accreditation and regulatory cycles.

For universities, the moment to implement reforms is before a crisis forces the issue. The institutions that will be best positioned in 2027 and 2028 are those that used 2026 as a course correction opportunity: auditing their examination chains, closing their evidence gaps, and building the process discipline that digital evaluation requires to work as advertised.
