The NEET 2026 and Maharashtra TET leaks both trace back to the same weakness — a fragile physical paper supply chain with dozens of human touchpoints. This is a structural problem, and there is only one structural fix.

The Same Failure, Different Exams

In May 2026, investigators tracing the NEET-UG leak established that the question paper was accessed approximately 42 hours before the examination was scheduled to begin. Within 30 minutes of that access, images of the paper were circulating on encrypted messaging platforms. By the time 22.79 lakh candidates sat down on May 3, portions of the question paper had been sold across five states for amounts reportedly as high as Rs 5 lakh per candidate.

Six weeks later, the Maharashtra Police's Special Investigation Team arrested three employees — two current and one former — of the Mahim Patram printing press in Agra, Uttar Pradesh. The press had been engaged to print the Maharashtra TET 2026 question papers. The alleged mastermind, Bijender Kumar Gupta, remained absconding as of mid-July 2026. Total arrests in the case stood at ten.

Two different examinations. Two different states. Two different investigating agencies. The same supply chain failure.

Anatomy of a Physical Paper Leak

India's large-scale examinations typically follow a logistics chain structured as follows:

  • Paper setters finalise question papers under secured conditions, often in sequestered facilities
  • Question papers are transmitted to approved printing presses — usually government-empanelled private vendors
  • Printed papers are packaged, sealed, and warehoused at intermediate facilities
  • Sealed packets are transported via courier or government vehicles to district collection centres, often 24-72 hours before the exam
  • District administrators receive packets and store them at local custody points
  • Invigilators collect packets on exam day and break seals in front of candidates at the start of the session
  • Each numbered step involves human beings with physical access to sensitive documents. Each human being is a potential breach point.

    The NEET 2026 probe identified that the leak occurred during steps 2 or 3 — at or near the printing and initial distribution phase. In the Maharashtra TET case, the breach was inside the printing facility itself at step 2. In the HTET July 2026 case in Haryana, sealed packets were found already broken at examination centres — a breach at step 5. In multiple Uttar Pradesh and Rajasthan cases, invigilators and administrative officials at step 6 have been identified as the source.

    This is not a series of isolated incidents. It is a structural vulnerability embedded in every paper-based examination conducted at scale in India.

    Why Physical Paper Is the Problem

    A question paper printed on physical media has characteristics that make it inherently leak-prone at any point in this chain:

    It can be captured and distributed in seconds. A person with a smartphone can photograph an entire question paper in under two minutes. Once photographed, distribution is instantaneous. Telegram channels with tens of thousands of subscribers can receive a leaked paper within minutes of the photograph being taken.

    Its chain of custody has dozens of links. From the paper setter to the candidate, a single national examination involves paper setters, printers, packers, couriers, warehouse staff, district officials, school principals, and invigilators. Any link can fail. At the scale India operates — tens of lakh candidates across thousands of centres — the statistical probability that at least one link in at least one centre will fail in any given exam cycle is not negligible. It is near-certain.

    Physical security is both expensive and porous. CCTV at printing presses, armed escorts for paper transport, metal detectors at examination centres, sealed-packet accountability registers — this security apparatus still assumes honest participation from every human in the chain. The NEET 2026 leak involved a subject expert appointed by the NTA itself. The Maharashtra TET leak originated inside the accredited printing facility. Insiders defeat perimeter security by definition.

    The physical paper cannot be revoked. Once a question paper leaves a secure facility, there is no technical mechanism to recall it or invalidate the breach. The only option upon discovering a leak is to cancel the examination — at enormous cost to millions of students who prepared honestly, to institutions whose admission timelines are disrupted, and to the national exchequer funding the re-test logistics.

    The Pattern Across Years

    The NEET 2026 and Maharashtra TET 2026 incidents are not anomalies. A timeline of major paper leaks traceable to the physical supply chain includes the UPTET 2021 leak (the director of the Delhi firm that printed the papers was arrested), the NEET 2024 controversy (involving a network of handlers who accessed papers during distribution), and Bihar board examination leaks across multiple years.

    Printweek India, analysing the NEET 2026 incident, described the core problem succinctly: "A 30-minute lapse was enough to digitise and leak the paper, highlighting the fragility of the logistics chain — from press to exam centre — where human intervention remains the weakest link."

    The leakage ecosystem has its own economics. Papers are typically sourced from insiders — print facility employees, transport contractors, examination officials — and sold through brokers at escalating prices depending on the value of the examination. The brokers find buyers through networks operating on encrypted messaging apps. By the time enforcement agencies trace the chain, the exam has typically already been conducted, re-conducted, or cancelled.

    What the Public Examinations Act Cannot Fix

    The Public Examinations (Prevention of Unfair Means) Act, 2024 provides for imprisonment of up to 10 years and fines of up to Rs 1 crore. The CBI invoked the Act in the NEET 2026 investigation. Maharashtra invoked state-level provisions in the TET case.

    The legislation is necessary. It is not sufficient.

    Criminal deterrence does not eliminate the incentive when potential rewards are this large. In the NEET 2026 ecosystem, a per-candidate selling price of Rs 5 lakh across even a fraction of 22 lakh candidates represents a market in the hundreds of crores. Markets of this size absorb criminal risk as a cost of doing business. They adapt, find new recruits, and identify new breach points. Prosecution of past perpetrators does not make the next exam's physical paper any more secure.

    The only mechanism that eliminates the printing press as a breach point is eliminating the printing press from the examination process.

    The Digital Delivery Alternative

    Computer-based testing (CBT) removes the physical paper supply chain at the question delivery stage. There is no paper to photograph at a printing press because there is no printed paper. Questions are served from encrypted servers to individual candidate terminals at the moment the examination begins. The question paper does not exist as a physical object until it appears on a candidate's screen — and even then, it cannot be photographed or removed from the secured terminal environment without detection.

    For subjective examinations — where CBT is not appropriate because candidates must write extended answers — on-screen marking (OSM) addresses the post-examination vulnerability. Answer sheets are scanned immediately after submission, creating a digital chain of custody. Physical answer booklets are stored as a backup, not as the primary evaluation medium. Evaluators mark from scanned images on secured digital platforms. The physical booklet is never in an evaluator's home.

    Neither approach is without its own risks. CBT infrastructure has failure modes: server outages, biometric authentication failures, network disruptions at remote centres. The CUET 2026 TCS ION server glitch and the UGC-NET Jalandhar centre technical failure demonstrate that digital examination infrastructure must be engineered with redundancy and tested under load before deployment at national scale. These are solvable engineering problems with documented solutions. The printing press leak is a structural problem in a physical supply chain, and the only structural solution is to remove the supply chain.

    Three Steps Institutions Can Take Now

    Universities and autonomous colleges that set and administer their own examinations face the same supply chain vulnerability at smaller scale. In-house question papers are often printed at local facilities with minimal security infrastructure. Sealed-packet distribution to affiliated colleges involves the same chain-of-custody risks that characterise national examinations.

    Three steps can reduce exposure without requiring full CBT infrastructure:

    Shorten the physical custody window. The NEET 2026 paper was accessed 42 hours before the examination. That window exists because physical distribution requires advance time. Delivering encrypted digital files to exam-centre principals two to four hours before the exam — with local printing permitted only within that window — compresses the breach opportunity dramatically compared to pre-delivering sealed packets days in advance.

    Segment printing across geographies. Central printing at a single facility for a state-wide examination creates a concentrated breach point. Distributing printing across multiple authorised facilities at the district level — each printing only the papers needed for that district's centres — reduces the value of compromising any single facility.

    Move evaluation to digital scan-and-mark, even if question delivery remains paper. OSM requires no change to the candidate experience. The examination hall experience remains identical. The answer booklet is scanned before it leaves the institution. The physical paper becomes a backup rather than the primary medium. This eliminates the post-examination supply chain vulnerability — transit loss, tamper risk, evaluator identity exposure — even before question delivery is digitised.
