Delhi University has announced that OBE answer sheets will be evaluated digitally by subject teachers — the faculty who taught the course. Here is what this model means for evaluation quality, compliance, and replication at other universities.

This departs from the standard model where centrally assigned evaluators, often unfamiliar with a specific course's pedagogy, assess answer sheets in bulk.
The announcement applies to OBE answer books across DU's more than 90 affiliated colleges and several campus colleges, covering hundreds of thousands of students enrolled in undergraduate and postgraduate programs. The digital evaluation infrastructure enables evaluators to access scanned answer sheets through a secure online portal, assess them against course-specific marking schemes, and submit marks electronically.
The implications extend well beyond Delhi. With UGC's 2025 regulations making Outcome-Based Education mandatory for all universities, and accreditation frameworks demanding documented proof of learning outcome attainment, this model offers a replicable template for how large affiliating universities can operationalize OBE evaluation at scale.
Why Subject-Teacher Evaluation Matters for OBE
Standard onscreen marking systems are designed for uniformity. A central pool of evaluators, each assigned a specific question to mark across thousands of scripts, delivers consistency through division of labour. This works well for board examinations where marking schemes are highly prescriptive and evaluators are interchangeable.
OBE is structurally different. The entire premise of OBE is that assessment must demonstrate attainment of defined Course Outcomes (COs) and Program Outcomes (POs). A generic evaluator assigned to mark "Q3 (Part b)" across 10,000 scripts does not naturally generate CO-level attainment data — they are scoring answers, not measuring outcomes.

Secure multi-role access: Evaluators must access only the scripts they are assigned, with no ability to identify students or access other sections. Administrators need oversight views without touching evaluation data. This multi-role architecture is standard in purpose-built evaluation platforms but unavailable in generic document management tools.
Automated marks processing: Once subject teachers complete evaluation, marks must flow directly from the platform into the results processing system. Manual re-entry introduces errors and eliminates the audit trail — two outcomes that conflict directly with NAAC's requirements for documented evaluation processes.
Training at scale: A large teacher pool distributed across many colleges requires remote training resources, not in-person sessions. Platform vendors must provide self-service onboarding, walkthrough videos, and live helpdesk support during the evaluation window.
Accreditation Implications
For institutions pursuing NAAC accreditation under the binary and MBGL framework, subject-teacher digital OBE evaluation addresses multiple requirements simultaneously.
Under NAAC Criterion 2 (Teaching-Learning and Evaluation), institutions must demonstrate that evaluation practices align with stated learning outcomes. CO-wise digital evaluation generates this evidence automatically — every script is tagged, every mark is attributed to a CO, and the aggregate attainment data flows into the institution's AQAR.
Under NAAC Criterion 1 (Curricular Aspects), CO-PO mapping must be documented. Digital evaluation platforms that capture CO-level marks produce the raw data needed for this mapping without requiring faculty to manually compile spreadsheets.
For NBA-accredited programs, the evidence requirements are more granular and program-specific, but the same digital infrastructure serves both frameworks. Institutions that invest in one system for NAAC evidence generation typically find that 60-70 percent of the data requirement for NBA overlaps.
The Wider Signal
Delhi University's move to subject-teacher digital OBE evaluation is not a technical experiment — it is a policy commitment by one of India's largest universities that OBE must be measured, not merely declared. As UGC compliance deadlines for continuous assessment and outcome documentation approach, and as NAAC's new accreditation framework demands documented evidence at the metric level, universities that still evaluate OBE answer sheets manually, without CO tagging, are accumulating an evidence deficit they will need to close under time pressure.
The DU model suggests that even at very large scale, the transition is feasible — provided the right evaluation infrastructure is in place before the examination season begins.
