For engineering and medical colleges, which have been under NBA accreditation pressure for years and have steadily invested in examination infrastructure, this shift is manageable. Most had already adopted some form of digital examination or evaluation system.

For arts, humanities, commerce, and social science colleges — which together account for the majority of India's approximately 45,000 higher education institutions — the Binary framework's examination requirements represent a new and largely unmet standard. These institutions carry the largest share of India's student enrolment, and many are still running manual evaluation systems that generate paper records, not structured data.

Understanding the Resistance — Which Is Legitimate

The hesitation arts colleges feel toward digital evaluation is not irrational. Arts and humanities evaluation is genuinely different from standardised test marking, and faculty concerns deserve direct engagement rather than dismissal.

The subjectivity concern. A chemistry answer is either correct or incorrect; the marking scheme is objective. A history essay, a literary analysis, or a sociology research paper requires nuanced holistic judgment. Arts faculty reasonably ask whether a digital interface can accommodate this. Phase 3 — Semesters 5 and 6: Full On-Screen Marking With Double Valuation

Full OSM for all question types, with mandatory double valuation enabled for papers above a specified page threshold. Faculty training investment is front-loaded in this phase. Platform quality matters here: choose a system with robust navigation for long documents, legible zoom, and ergonomic mark entry for extended evaluation sessions.

This phased path generates NAAC evidence from Semester 1 (scanning and archiving satisfies 2.5.3 at a foundational level). By the time an institution enters its accreditation review, it has multiple semesters of progressively richer digital evidence across all three 2.5 metrics.

The Accreditation Window Is Narrowing — Run the Numbers

NAAC's Binary framework reviews institutions using evidence from the preceding three to five academic years. For a college applying for accreditation or re-accreditation in 2027-28, the relevant evidence window includes data from 2022-23 through 2026-27.

An arts college that begins its digital evaluation transition in the 2026-27 academic year — starting with scanning and archiving in Semester 1 (November examinations) — will have three semesters of digital examination records in place before a 2027-28 NAAC submission.

An arts college that defers the decision until 2027-28 will be building its evidence base while simultaneously preparing its SSR (Self-Study Report) and coordinating a peer team visit. Evidence assembled under accreditation pressure is consistently thinner than evidence built over multiple years of normal operation.

The cost of not acting in 2026-27 is not just a weaker NAAC score. It is an arts college submitting for Binary accreditation with a narrative where competitors are submitting structured data.
